Research On Comprehensive Evaluation Of New Urbanization Level In Henan Province

The 18 th National Congress of the Communist Party of China proposed to take a new urbanization path with Chinese characteristics and pointed out the direction for China’s urbanization in the new era.As a populous province and a large agricultural province,urbanization has always been the key to the development of Henan Province.The traditional urbanization model is extensive,disorderly and fragmented,and the contradictions brought about by it are increasingly prominent.Only by carrying out new urbanization construction based on the central government’s overall deployment of new urbanization can we completely resolve the prominent contradictions in the process of urbanization in Henan Province at this stage.Carrying out comprehensive evaluation research on the new urbanization level of Henan Province,looking for problems in the new urbanization construction of Henan Province from different angles,and proposing countermeasures in a targeted manner are of great significance for promoting the new urbanization construction in Henan Province.On the basis of in-depth study of the connotation of new urbanization,the indicators are selected from the five aspects of urbanization of people,economic development,social development,environmental friendliness and urban and rural integration,and a new evaluation index system for urbanization level is constructed.Then,using the vertical and horizontal drawing method to carry out dynamic comprehensive evaluation of the overall new urbanization level of Henan Province and the new urbanization level of 18 provincial cities in Henan Province.It can be seen from the evaluation results: In 2017,the overall new urbanization level of Henan Province ranked 17 th among the 31 provincial-level administrative regions,lagging behind the national overall level and ranking 3rd among the six central provinces;In 2013-2017,the overall new urbanization of Henan Province is a forward-looking development,and the ranking has improved significantly in the past five years and the development speed is relatively fast.In 2017,Zhengzhou City has the highest level of urbanization in Henan Province,leading the overall level of the country and the overall level of the province with obvious leading advantages.The level of new urbanization in the eastern Henan and southern Henan regions is significantly lower in Henan Province,lagging behind the national overall level and the overall level of the province and the gap is large.The new urbanization of Zhengzhou in 2013-2017 is a steady development and continues to maintain a clear leading edge.The new urbanization in the eastern and southern Henan provinces in 2013-2017 is a steady development,but it ranks backward in 18 provincial cities and develops at a slower pace.According to the evaluation results and the analysis of the original data,it is found that the main problems in the development of new urbanization in Henan Province are as follows: the transformation of rural population is difficult;the quality of economic development is low;the supply of social public services is insufficient;the environmentally friendly development and the economic development are not coordinated;the development of urban areas is inadequate.Finally,some suggestions and countermeasures are proposed for the problems existing in the development of new urbanization in Henan Province,the targeted countermeasures and suggestions are as follows: breaking the constraints of population movements,promoting the development of small towns;transforming the mode of economic growth,accelerating the upgrading of industrial structure;diversifying the supply of public services,increasing the inclination of finance to backward areas;diversifying environmental governance methods,adhering to economic green development;vigorously developing national centers City and regional center cities.
