Diversity Of Farmland Tenure Stability Arrangements At Village Level:Theoretical Explanation And Empirical Research

Since the Household Responsibility System,the rural land tenure rights keep on the going toward the direction of stability.Nowadays,a series of policy tendencies,i.e.,vitally need to stabilize for the premise of the rural land contract right,developing rural areas modernization,achieving large-scale agricultural management,liberalizing land management right and exploring the mortgage loan with the property regulation et al.However,through investigating the farmland adjustments practice,some researchers find that the farmland reallocation is still existed in some villages.Moreover,the difference of such the adjustment policies is large in the aspect of village with a regular pattern.Only the reason for the unstable an arrangements of the village is found out,the basis for policy formulation to promote the farmland contract right more stable can be provided.Therefore,it is essential to explain the diversity of farmland tenure stability arrangements at village level.Though the theory of explanation for diversity of farmland tenure stability arrangements has been widely studied in many researches,the rational model and the political model usually are ignored in theoretical analysis owing to the different particular emphasis of different researches.Thus,this research analyses the evolution process from the volitional view based on the Bromley of the theory of volitional pragmatism,and further the samples from 118 different villages in 4 provinces are adopted for illustration.In the theoretical analysis,based on the volitional pragmatism,with the breakthrough point of taking the factors of environmental factor,the individual will,we-intention-collective action,into consideration,analysis the mechanism of diversity of farmland tenure stability arrangements.The arrangements of farmland tenure stability at village level are the operational results of the arrangements of farmland tenure stability at central government,and also the result of collective action.Villagers take shape of their own attitudes depending on land endowment,economic level,non-agricultural employment and farmland contract market development level and social security.Facing the different attitudes of villagers,the collective establishes the farmland tenure stability arrangements under the influence of village organization characteristic,such as the willing to voice and democratic decision-making.Therefore,the farmland tenure stability arrangements at village level is the result of collective ration and political process.Based on the samples of 118 villages from four provinces,this study builds the Probit model to explore the influence of the factors of economic and the characteristic of village organization.It can be concluded that the factors of economic and the characteristic of village organization remarkably influence the farmland tenure stability arrangements at village level.Particularly,the villages with big agriculture acreage,or with high income level,or with high non-agricultural,or with mature land contract market,prefer the stable farmland tenure arrangements at village level.And also,the more villagers participating collective decision making,the higher probability of villages choosing the stable farmland tenure arrangements.Thus,the part of empirical research proves the theoretical explanation.In sum,(1)The farmland tenure stability arrangements at village level is is the result of collective ration and political process.(2)The villages with big agriculture acreage,or with high income level,or with high non-agricultural,or with mature land contract market,prefer the stable farmland tenure arrangements at village level.(3)The more villagers participating collective decision making,the higher probability of villages choosing the stable farmland tenure arrangements.(4)Even though considering the political process,the farmland tenure stability arrangements at village level are also efficient.Based on the theoretical explanation and empirical research,the study gives three suggestions.First of all,it's not a wise move to promote the stable farmland tenure arrangements forcibly.Second,it's necessary to promote the stable farmland tenure arrangements based on improving the level of economy and non-agriculture to reduction of demand of land reallocations,and also based on development of land contract.Third,it's also important to complete the institution to voice.
