Performance Evaluation Of Finanical Special Poverty Alleviation Fund

Guangxi Zhuang Autonomous region,as a typical old,less,edge,mountain and poor area in South China,has a weak economic base and is the key object of poverty eradication in China.However,in recent years,Guangxi has made remarkable achievements in precision poverty alleviation,but at a time of lifting out of poverty,the speed of poverty reduction is gradually slowing down,and poverty reduction has entered a bottleneck area.The battle against poverty is a tough one,but what is the problem with this battle? In view of the current situation of poverty alleviation in Guangxi,how to progress in poverty alleviation work,and how to maximize the efficiency of the use of special financial poverty alleviation funds,these problems are the trajectory of this paper.This paper first combs the current research on the management,use and construction of performance evaluation index system of financial special poverty alleviation funds at home and abroad.At the same time,the basic theories and methods of financial special funds,financial special poverty alleviation funds and performance evaluation are expounded,which lays the theoretical foundation for the follow-up analysis of the article.Secondly,this paper uses policy investment and specific data to analyze the effectiveness of the use of special poverty alleviation funds in Guangxi from the aspects of the current situation of poverty in Guangxi,the source,investment,compliance and effect of financial special poverty alleviation funds.The results show that the present situation of poverty in Guangxi is much better than that before lifting out of poverty,but the poverty control However,the difficulty is increasing,and the remaining poor people are deeply poor and their ability of self-development is poor,which will become a hard bone in the stage of lifting out of poverty.The financial special poverty alleviation funds in Guangxi mainly come from the central financial special funds and the provincial financial special funds,and five counties in Guangxi are selected as the analysis objects.Through the analysis of the published data,it is found that there are some problems in the use of special poverty alleviation funds in Guangxi,such as deceiving or illegally using poverty alleviation funds,not giving full play to the benefits of poverty alleviation funds or resulting in loss and waste,which affects the use effect of special poverty alleviation funds in Guangxi.At the same time,this paper focuses on the poverty reduction,income equity,rural infrastructure and industrial development in Guangxi.Comprehensive analysis of the exhibition and other aspects to further clarify the effectiveness of the use of special financial poverty alleviation funds.The results show that the poverty reduction,rural infrastructure completion and industrial development in Guangxi have been improved,but there is still a big gap with the national average level,and the differences between different counties are also obvious.The income situation shows that the investment of special poverty alleviation funds in Guangxi has brought about the improvement of residents' income level,but it has not obviously increased the income gap between urban and rural areas,which indicates that the special poverty alleviation funds have played a better supporting role in the development of the poor population.This paper selects Lingyun County,Mashan County,Tiandong County,Longsheng County and Sanjiang County as decision-making units,and tries to understand the performance level of Guangxi financial special poverty alleviation funds to a certain extent through the analysis of the five counties.Taking the investment in infrastructure and industrial development in the special poverty alleviation funds of the five counties from 2015 to 2018 as the input index,and taking the proportion of the poor people out of poverty in the corresponding years in the five counties,As the output index,the rural industrial level and rural infrastructure level are used as the output index,and the DEA model and Malmquist model are constructed to analyze the achievements of Guangxi financial special poverty alleviation funds from the static and dynamic angles.The overall results show that:(1)the overall efficiency of Guangxi is at a high level as a whole,but the loss of efficiency in 2018 increases,and there may be an inappropriate scale of financial poverty alleviation funds.The problem of unreasonable economic structure.(2)the pure technical efficiency fluctuates slightly in the evaluation year,and the average level is higher,which indicates that the use of poverty alleviation funds in Guangxi is more standardized.(3)the scale efficiency is low.It is the main factor to reduce the comprehensive efficiency.As far as each county is concerned,Lingyun County and Sanjiang County are in a relatively low state,Tiandong County and Longsheng County have better performance level,and Mashan County is in the middle level..The reasons may be related to the geographical location,infrastructure level and policy implementation of lithodesertification in Yunnan,Guangxi and Guizhou.At the same time,the Malmquist index shows that the decision making unit is mainly in the golden type in 2017,but it is worth thinking about how to keep the performance level in the golden type in 2018.Finally,this paper puts forward some feasible suggestions from the aspects of the dynamic adjustment of poverty alleviation objects,the management of financial special poverty alleviation funds,the investment and the implementation of mass participation budget.This paper attempts to provide useful reference for relevant research and policy making through these studies.
