China's commercial banks are mainly large state-owned commercial banks,whose income mainly depends on lending business,through interest rate spreads to obtain income,and the related intermediary business income share is low.The interest rate of credit in our country is greatly influenced by the state policy.With the current economic growth slowing down,the state continuously reduces the interest rate,and the profit level of commercial banks is also constantly decreasing.In this context,to continue to maintain the profitability of commercial banks,we need to start with cost control,through scientific management to reduce operating costs.Since 2001,the information management systems of major commercial banks have been upgraded,which also provides hardware conditions for the management of centralized procurement.But the smooth and effective implementation of centralized procurement is not only related to the construction of hardware facilities,but also related to personnel training and system construction.Therefore,combined with the current situation of centralized purchasing in China's commercial banks,put forward the management methods and measures to adapt to centralized purchasing,reduce the operating costs of China's commercial banks is the focus of current research.Therefore,this paper analyzes the current situation of centralized purchasing management of China Merchants Bank Shenyang Branch,and existing problems.First of all,this paper discusses the background and significance of centralized procurement,pointing out that the market status and profitability of commercial banks are declining with the development of China's capital market.In this context,it is an inevitable trend for commercial banks to carry out centralized procurement and reduce operating costs.Therefore,in view of the deficiencies of centralized purchasing management,it is of positive significance to standardize management and reduce the operating costs of commercial banks.Secondly,based on the analysis of the centralized purchasing situation of China Merchants Bank Shenyang Branch,this paper discusses the organizational structure and purchasing procedures of the centralized purchasing implementation of China Merchants Bank Shenyang Branch.Typical cases of centralized purchasing are analyzed.This paper analyzes the problems from the aspects of wide management span,lack of managers and insufficient research and development of the system,planning and budget formulation and implementation of centralized procurement.Finally,aiming at the shortcomings of China Merchants Bank Shenyang branch,we put forward suggestions for improvement and safeguard measures.In view of the procurement management system,procurement supervision means and methods put forward corresponding improvement measures and suggestions.And improve the safeguard measures in two aspects: talent team building and strengthening the application of management software.That is,the introduction of specialized centralized procurement management personnel and system applications,and the management system as a carrier to sort out the power and responsibility of different departments,to achieve effective control of suppliers.
