In recent years,according to the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,various localities have put forward the following proposals: "to protect the usufructuary rights of the rural households' homestead,reform and improve the rural homestead system,select a number of pilot projects,prudently and steadily promote the mortgage,guarantee and transfer of the peasants' housing property rights,and explore ways for the peasants to This initiative has launched a series of attempts to reform the rural homestead system.These attempts have touched on the rural homestead system innovation,or bypassed or deviated from the front,and achieved some results,but also enriched the practice of rural homestead system reform.The problem I am Through case analysis,statistical analysis,analysis of relevant national policy documents,field research and reference of related literatures,this paper analyzes the basic situation of national farmhouse mortgage transfer regulations from the macro level,and studies the current status of farmhouse mortgage transfer in Yueqing City from the micro level.And the characteristics,combined with the analysis of the various difficulties,problems and causes in the process of mortgage transfer of rural houses,and put forward some suggestions.The legal related knowledge and various issues related to finance,land,property rights and so on,as well as how to improve the mortgage transfer system to promote the process of rural financial reform,have strong theoretical research value and reference significance.It is hoped that it will provide some experience in empowering farmers with more property rights,deepening rural financial reform and innovation,effectively revitalizing rural resources,capital and assets,and steadily promoting the reform of rural housing mortgage transfer,thereby breaking through the bottlenecks and restrictions of laws and regulations and establishing an effective system.
