Study On The Development Situation And Countermeasures Of Farmers Specialized Cooperatives Of Yueqing City

The agricultural operation in china is traditionally been a small-scale and decentralized, mode which can hardly keep pace with the fast-changing market as a result of the rapid development of the market economy. Therefore, an intermediary agent is necessary to upgrade the organization and operation of agricultural production. Farmers specialized cooperatives, which can satisfy the needs of current situation, help farmers overcome the limitations of their traditional small-scale operation, withstand market risks, and protect their interests, farmers specialized cooperatives, to a great extent, play a significant role in promoting the rural construction and development.In this dissertation, farmers specialized cooperatives in the Yueqing City are selected as the object of our study. With the methods of investigation, systematic analysis, the background, types, major features and operation mechanism of Yueqing’s farmers specialized cooperatives are discussed in this dissertation and strategies to their further development are proposed by analyzing the existing problems and drawing on the advanced international experience.Through analysis and study, findings are listed as follows:1) Sponsored and led by various institutions:governmental agencies at village levels, large specialized growers and leading agricultural enterprises, farmers specialized cooperatives in Yueqing feature fast development, large scales, vast scopes of service, and extensive fields. The analysis of the rights of community members in the operation mechanism contributes to the discovery of existing problems, which underlie the further study below.2) Farmers within the mechanism are found to have nine major problems like low consciousness of cooperation, low-level service, and deficient operation mechanism, which are deeply rooted in the farmers’inadequate education, the incomplete market system in China, and the low consciousness of the government’s provision of service. These findings provide guidance for the development of the farmers specialized cooperatives in Yueqing.3) Based on the analysis above and the advanced international experience, measures are put forward:a. Building a complete set of a legal mechanism about farmers specialized cooperativesB.Cultivation of professional autonomous ability of farmers specialized cooperativesc.Set up a Comprehensive Department to administrative management system within the government.d.
