With the acceleration of interest rate marketization,the rapid development of direct financing market,the increasing diversification of customer demand,and the obvious changes in business environment,the agricultural and commercial banks,which mainly rely on deposit and loan interest margin income,have brought unprecedented challenges.At present,China's economic development has entered a new normal,the development of new industrialization and urbanization has profoundly changed the appearance of counties,townships and villages.Facing the Strategic Development Opportunity of the New Normal,The traditional philosophy of financial institutions,Changing business model,Focus on transforming development direction and profit model through network transformation.In line with the development trend of "lightweight,miniaturization and intellectualization" of banking outlets,it has become an urgent and important topic for banks to comprehensively improve their comprehensive operation efficiency,sustained competitiveness and risk prevention and control ability by integrating and allocating network resources.In order to further study the important factors affecting the results of the transformation,as experienced reformers,on the basis of reading a large number of documents and collecting and sorting out sufficient first-hand information,the transformation process of Sichuan Zitong Rural Commercial Bank Co.,Ltd.(hereinafter referred to as Zitong Rural Commercial Bank)was analyzed in depth.Based on the study of the network transformation of Zitong Rural Commercial Bank in three stages,this paper describes the whole process of the failure of the first stage of the bank's transformation,summarizes the reasons for the failure,puts forward the strategic transformation,from the blind transformation at the beginning to the definite transformation goal and the steady implementation of the transformation process,and finally achieves the transformation results.The key point of network transformation is the third stage,that is,after implementing strategic transformation,Zitong rural Commercial Bank has carried out deep-seated reforms from network environment,hardware equipment to organizational structure,human resources allocation,performance and salary assessment,and staff management and training.Through the analysis of the reasons for the failure of the previous transformation and the achievements of the latter transformation,the strategy and human resources for the transformation are obtained.Importance,which has important practical significance for strengthening the network construction and overall service level of Zitong Rural Commercial Bank,as well as improving quality and efficiency.The innovation of this paper is to use the core competence theory to study the network transformation of Zitong Rural Commercial Bank,and put forward the key transformation factors of it based on core competence,which can provide reference for the next stage of the bank's reform direction,and further promote Zitong Rural Commercial Bank to adapt to rural finance and even international in the new situation.The new trend and requirement of domestic financial market development also provide some reference for the reform of other state-owned commercial banks.
