Policy Research On Industrial Cluster Development And Upgrading In Nanchang County

The development of industrial clusters cannot be separated from the support of industrial policies.As the capital of Jiangxi Province,Nanchang County insists on the high position and the new place,and takes the construction of Nanchang Xiaolan Economic and Technological Development Zone as the core,and promotes the development of leading industries by promoting the development of “high,new and concentrated”.The quality and efficiency have been achieved,and the development of strategic emerging industries has been achieved,and the development of “3+N” industry has been initially established.In the new development period,Nanchang County's industrial upgrading and development can be described as both opportunities and challenges.First of all,in the face of a new round of global scientific and technological revolution and industrial transformation is gestating new breakthroughs,Nanchang County is committed to promoting the development of high-tech industries;secondly,the gradual development of the modern economic system proposed by the 19 th National Congress.However,it also faces severe challenges from the slowdown of external macro-environment development and market competition incentives.In recent years,Nanchang County has promulgated a number of industrial policies,mainly fiscal and taxation policies,financial policies and talent policies.However,the current industrial policies also have shortcomings in promoting the development of clustering,such as low efficiency of policy incentives,insufficient innovation and cultivation,high thresholds for industrial cluster policies,insufficient incentive coverage,serious competition for industrial policies,and insufficient attracting.Force and other issues.In order to support and promote the development of industrial clusters in Nanchang County,Nanchang County Industrial Park has issued various policies,which can be divided into three major types of policies,namely,industrial cluster fiscal and taxation policies,industrial cluster financial policies,and industrial cluster talent policies.The development policies of the three major industrial clusters have promoted the upgrading of industrial clusters in the industrial parks of Nanchang County.However,there are still many problems in the process of implementing various industrial policies: first,the efficiency of policy incentives is low,and innovation is insufficient;secondly,the threshold of industrial cluster policies is high,and the incentive coverage is insufficient;third,the policy of industrial clusters is the same.The quality competition is serious and lacks sufficient attraction.Fourth,the external factors of industrial cluster policies areincreasingly affected.Fifth,the industrial cluster system within the industrial cluster policy needs to be improved.In order to promote the upgrading of industrial clusters in Nanchang County,this paper proposes the following measures: First,the optimization of fiscal and taxation policies for industrial clusters,including strengthening fiscal policy support,promoting the transformation and upgrading of the three major industrial clusters,implementing incentive tax optimization policies,and improving industrial policies.Second,the optimization of industrial cluster financial policy,including actively cultivating innovative enterprises,expanding direct financing channels,building a multi-level banking service system,and optimizing financial market support services;third,industrial cluster talent policy optimization,It includes strengthening the talent investment structure and optimizing the talent guarantee system.Fourth,the industrial cluster public service policy level includes improving the public finance system,increasing the support of innovative enterprises,optimizing the investment and financing environment of enterprises,supporting the transformation and upgrading of enterprises,optimizing land and environmental protection.Policies,prioritize innovative projects,build technological innovation mechanisms,and encourage innovation in technology companies.This paper has great practical value for upgrading and optimizing the development and upgrading policies of industrial clusters in Nanchang County,and also provides reference for other county industrial cluster policies in China.
