Since the reform and opening up, China's manufacturing industry clusters have integrated into the global value chain actively or passively. They have become an important part of the GVC, and won their initial development. However, at present, these clusters generally suffered internal and external crisis, both of which make the cluster upgrading imminent. Theory of the industrial cluster's upgrading is still in the process, and lack of systematic discussion.This paper argues that China's manufacturing industry clusters are still low developed. The industry structure is dominated by light industries, and most of them are locked in the global value chain's low-value part. It is feasible to make them upgraded. The article is based on the theory of the global value chain and the industry cluster's upgrade, according to China's manufacturing industry cluster status and typical cases at home and abroad, using the induction de deduction method, to tease out the possible upgrading mode of the cluster, then try to get corresponding upgrading strategies.On the base of previous research, this paper creatively put forward China's manufacturing industry cluster's upgrading path along the OEM-ODM-OBM that may take five different upgrade modes. Each mode's structure and the principle of upgrading is analyzed and compared. At the same time, the drivers, upgrade level etc. of the clusters when getting upgrading are compared. Based on the existing national policies, different upgrade strategies are proposed on four different levels from macro to micro, that are on the state, local governments, the cluster Union and the enterprises in the cluster. Finally, a typical example of Zhejiang industry cluster is validated.
