Local investment and financing companies are not only an important platform to support local economic development,but also an important force to implement local infrastructure construction,asset operation and livelihood policies.However,there are still some misunderstandings in the long-term development of local state-owned enterprises,such as strong administrative color,unclear boundaries between the government and the market,unable to keep up with the development of the contemporary situation.It is urgent to change the strategic objectives and directions from the perspective of modern management strategy and socialist market economy in order to adapt to the trend of contemporary development.As a financing platform for local governments,J District City Investment Company of S City has its background and deep-seated reasons for China’s economic development and urban construction.Although the investment and financing platform company has played an important role in promoting the local economic development and urbanization process in S city in urban construction and development,it has also attracted great attention from the state and society to some special problems in its development,such as the debt risk of the city investment company in J District of S city,the normative problems of company operation and so on.Especially today,China’s economy has undergone profound readjustment,and the state has strengthened the collation and supervision of platform companies.All these require state-owned investment and financing companies to meet the challenges of strategic transformation of enterprises,actively implement strategic readjustment of enterprises,enhance their core competitiveness and maintain sustainable development.In the process of research,this paper chooses literature analysis method,investigation and analysis method and case analysis method.This paper combs the various concepts and concepts related to this topic,as the basis of this study.In the process of research,it is divided into several steps: firstly,make a detailed analysis of the internal and external environment of enterprise operation;secondly,make a comprehensive evaluation of enterprise development.Finally,on the basis of the above analysis,the paper puts forward the strategy and safeguard measures which are in line with the development of enterprises.This paper chooses J District City Investment Company of S City as the research object,expounds the internal and external situation of the company in the process of development,puts forward the development strategy of the company around the strategic development goals formulated by the enterprise,and provides safeguards for the implementation of the strategy.Research innovation is mainly embodied in two aspects: when analyzing the external development environment of local government investment and financing companies,it fully takes into account the current new normal background.This paper puts forward the important development concept of the modernization management strategy of the local state-owned enterprises,and probes into the concrete measures of the modernization construction from the perspective,purpose and innovation,thus providing beneficial reference suggestions for the better positioning of the local state-owned enterprises and taking the road of sustainable development.Secondly,taking S City Development Zone City Investment Company as an example,this paper illustrates the advantages,disadvantages,external development opportunities and threats to the development of enterprises in the light of the practical experience in the work of enterprises.On this basis,make a plan for the development of enterprises and promote the transformation of the company.In the process of research,on the one hand,based on relevant theories,on the other hand,the author sufficiently summarizes his own practice in his work.It is hoped that this study can help investment and financing companies to achieve new development.
