Research On Residents' Participation Mechanism Of PPT Based On Grounded Theory

Poverty is a persistent problem facing the whole world.Since the 1980s,Chinese government has gradually begun to pay attention to poverty and actively carry out anti-poverty actions.Among them,tourism has become an important anti-poverty strategy,because of its great potential in economic growth,employment increase and poverty alleviation.Premier Li Keqiang clearly pointed out in 2016,China will lift 12 million people out of poverty through the development of tourism during the "13th Five-Year Plan"period.The background and previous research on PPT is endless,but the most of them concentrate on concept analysis,pattern exploration,effect research,etc.,and lack of exploration and summary of the participation mechanism of residents in poverty-stricken areas.This paper adopts the grounded theory method,combined with game theory and stakeholder theory,take the in-depth poverty-stricken county as the research object,and conduct in-depth research on how local residents participate in PPT.First,author collect data through pre-investigation,formal investigation,supplementary investigation,confirm the research direction,and establish a database.Secondly,author using the grounded theory,successively carried out open coding,axial coding and selective coding,obtain 16 categories,such as tourism participation,tourism cognition,tourism scenic spot,tourism organization,income change,land change,labor force change,tourism development status,the knowledge of PPT,external factors conversion,tourism impact,improvement measures,PPT model,primitive state,external factor stimulation,weak game;"participation in PPT","weak game" two main categories and "resident participation and weak game" core category,summarizes the story lines of residents in poverty-stricken areas participating in PPT,and builds a model of "efficiency weakening of PPT",which leads to the shortcomings in the implementation of PPT.The study found that during the participation stage,local residents participated in PPT for the purpose of changing the backward primitive state under the stimulation of external factors,and all stakeholders were in a win-win situation;in the game stage,the original state of destination has changed and transited to the state of tourism development.In this process,because of the difficulty of accumulating capital,the local residents did not grasp the right to speak and were limited by the objective conditions such as the slowdown of tourism development level,forming a "weak game"with the stakeholders represented by the government and enterprises.;finally,the efficiency of PPT gradually has been weakening and entered a stagnant stage.On the basis of this research,this paper starts from the model optimization,proposes three suggestions:optimizing the government assessment mechanism,adjusting the benefit distribution mechanism in a timely manner,and integrating the traditional livelihood to improve the industrial chain,in order to alleviate the contradiction between the need for production factors in tourism development and the lack of production factors for local residents in poverty-stricken areas,realize the sustainable development of PPT.
