Research On Social Capital Supervision Of PPP Project Based On Evolutionary Game Theory

In PPP,the government is not only a participant but also a supervisor.It has the responsibility and obligation to ensure the smooth implementation of PPP projects and safeguard the legitimate interests of the participants.In view of the imperfection of the current PPP project supervision system,this paper,starting from the current situation of PPP supervision,uses evolutionary game theory to construct a bilateral game of government supervision of social capital,and on this basis,introduces the public as a third party participating group for in-depth analysis,analyses the parameters affecting the behavior decision-making of the participants,and puts forward countermeasures and suggestions,aiming at guaranteeing the government.The government departments should effectively supervise the violation of social capital in PPP projects.According to the analysis of evolutionary game between government and social capital in the process of PPP regulation,the behavior of government departments plays an important leading role in the early stage of the improvement of social public participation system.The main factors affecting the choice of behavior strategies of government and social capital include the cost and benefit of active supervision and compliance of government and social capital,and the process of government supervision of social capital.It is found that the punishment intensity of "breach of contract" in social capital supervision is greater,and the more likely it is to reach a stable and balanced state of evolution(active supervision,compliance).With the improvement of the system of public participation,the public as an important participant group influences the balanced results of PPP supervision process.Through the evolutionary game analysis of the government,social capital and the public,we can see that the main parameters influencing the behavior strategy choice of each group in the process of PPP supervision are not only the cost and benefit of each participant group mentioned above,but also the public's response to the cost and benefit of each participant group mentioned above.The government's satisfaction evaluation,the government's and the public's credit evaluation of social capital,as well as the credit loss of social capital and other factors are related.Social capital can improve its own economic benefits by gradually adjusting its own behavioral strategies to assume social responsibility.In order to strengthen the supervision of social capital behavior in PPP projects and safeguard the legitimate interests of the public,we can start with perfecting the laws and regulations of PPP supervision and related policies,establishing the punitive value of government supervision,perfecting the social supervision system,optimizing the supervision system,reducing the supervision cost and improving the punishment mechanism of government supervision,so as to ensure the smooth implementation of PPP projects.
