The issue of No.1 document of central government brings unprecedented developmental opportunities to leisure agriculture,indicating the support for it in 13 aspects.Shifang is one of the important part of innovative developmental belt among the cities of Chengdu,Mianyang and Deyang links.Besides,Shifang is the home to Mater Zhang-a agriculturalist in Qing Dynasty,which makes it a vital place to develop leisure agriculture.The main part of tourism in this city is leisure agriculture,the research of it is of significant importance over long run.This paper applies many useful methods,such as researching literature,statistics and analysis and contrasting and comparing and so on,to research the current condition of leisure agriculture,to analyze its resources systematically and to exploit its potentials,through which the problem that the infrastructure and large projects are lacking has been revealed.By researching the practices of developing agriculture both at home and abroad and by analyzing the problems,several policies have been come up with.Firstly,the government should take the targets and orientation into consideration,when thinking the development of agriculture.Secondly,forming a developmental layout and building a comprehensive leisure system which based on cigars are the key factors whose essentials are to be based on agricultural science,to develop it ecologically and to combine the agriculture and tourism.Furthermore,when carrying out these policies,the system of monitoring,ensuring finance,recruiting talents,maintaining civilization and insisting agricultural science should be established.
