Research The Impact Of Fiscal Social Security Expenditure On Income Distribution Of Urban And Rural Residents

Since 2000,China's economy has been growing rapidly,and its total GDP ranks among the top in the world.The social security system has also gradually improved,and the state's emphasis on social security has also increased year by year.The total social security expenditure has increased from 34.967 billion yuan(1978=100)in 2000 to386.066 billion yuan(1978=100)in 2017.Despite the large amount of social security expenditures,there are still many problems,such as large differences between regions and between urban and rural areas.Therefore,it is imperative to solve the urban and rural social security system and make social security play its due role.At the national level.After all,the ultimate goal of social security is to solve poverty,improve the living standards of low-income people,and reduce the income gap,so that the society is stable and the economy continues to develop.Therefore,China should speed up the reform of the social security system.This paper takes Henan Province as the research object,collects the social security expenditure data of Henan Province from 2000 to 2016,and calculates the urban-rural Gini coefficient representing the income distribution gap between urban and rural areas.This paper first analyzes the relevant theories about social security,social security expenditure,income distribution and urban-rural income distribution from the theoretical analysis,and analyzes the relationship between them.Then,based on relevant data,establishes VAR model,analyzes Henan with Eviews.The relationship between the provincial social security expenditure and the urban and rural Gini coefficient.From2000 to 2016,Henan's GDP increased from 116.426 billion yuan to 644.969 billion yuan(1978=100),GDP increased by 5.5 times;social security expenditure increased from6.309 billion yuan(1978=100)to 106.74 billion yuan(1978=100),increased by nearly 17 times.In 2000,the per capita disposable income of urban residents was 2.4 times of the per capita disposable income of rural residents,2.33 times in 2016;the urban-rural Gini coefficient was 0.188 and 0.202 from 2000 to 2016.It can be seen from the above data that although social security has increased by 17 times in 17 years,although the gap between urban and rural disposables has declined,it has not changed much,and the urban-rural Gini coefficient has not decreased but has increased.In this paper,the vector autoregressive model is used to analyze the social security expenditure and the urban-rural Gini coefficient of Henan Province.The results show that the Granger causality test results show that the P value is 0.3477>0.05,indicating that GN is not the Granger cause of CZSB;P value is 0.0357<0.05,indicating CZSB is the GN's Granger reason,indicating that social security expenditures have not only reduced the gap between urban and rural incomes,but have intensified the urban-rural income distribution gap,while the urban-rural income gap has not promoted the increase in social security expenditures.It further illustrates that Henan's social security is not only insufficiently aggregated,but also unevenly distributed,resulting in people who should be protected from being protected.According to the results of impulse response analysis,the impact of urban and rural Gini coefficient on social security expenditure is gradually increasing and then decreasing.Therefore,it is very important to increase the total amount of social security expenditure;but more importantly,it is necessary to allocate social security expenditures reasonably.Henan Province is a large agricultural province,and the rural residents have a relatively large base.However,in recent years,although the social security of rural areas has been increased,the intensity is far from enough.Through quantitative analysis,we can more clearly see the seriousness of the problem.Therefore,this paper puts forward relevant opinions and suggestions through analysis,such as solving the urban-rural dual structure as soon as possible,improving the legal system,increasing the total social security expenditure in rural areas,and driving farmers to increase income through multiple channels.This paper expounds and analyzes the status quo and interaction of social security expenditure and urban-rural income gap in Henan Province from theory and practice,which helps to recognize the importance of rational distribution of social security expenditure to a certain extent.It has important practical significance for how to deal with the urban-rural income gap in the future.
