Research On The Financial Social Security Expenditure Problem Of The Yuci District Of Jinzhong City

Yuci district is located in the fenhe valley, the provincial capital, Taiyuan in the north, south toQixian Taigu Pingyao three county, which is the seat of Jinzhong government. In recent years, withrich coal resources, advantageous geographical position and convenient traffic conditions, economicdevelopment of Yuci has made great achievement. Yuci district is a typical administrative district ator above the county level, this paper through the latest financial revenue and expenditure subjectclassification statistics and economic indicators, the financial expenditure for social securitycondition was studied. Analysis shows that Yuci district financial social security certainachievements have been made, financial social security spending growth faster than others growth,financial expenditure for social security to promote the social insurance coverage, and promote thedevelopment of medical security, the financial and social security spending growth to a certainextent, taking account of the basic life safeguard and developmental security. At the same time,there are many problems, the regional financial expenditure for social security certain achievementshave been made, at the same time, the region finance social security spending growth rate lowerthan the local economy development speed and fiscal revenue expenditure growth rate; Yuci districtfinancial expenditure for social security level before2009slightly higher than the average level ofJinzhong city, after2009is slightly lower than the average level of Jinzhong city; With the socialand economic fast development of Jinzhong district, the finance to the social security investment isfalling. Through the analysis, this paper holds that the regional financial expenditure for socialsecurity is insufficient, spending growth speed slow, expenditure structure is not reasonable,expenditure efficiency is low, the management system is not reasonable in the problems such as theregional financial expenditure to the social security development. Through the analysis of influencefactors, this paper holds that the development of the local economy, increase revenue and generalbudget revenue level, enlarge fund raising channels can maximize Yuci district financial socialsecurity fund amount; Increase the fiscal social security effort, adjust the expenditure structure,improving the social security system of transfer payments can improve the regional financial socialsecurity expenditure efficiency; Strengthening social security financial budget management, theestablishment of a complete social security information system and financial social securitysupervision and evaluation mechanism from the system can improve the regional financial socialsecurity management level.
