| Faced with the dual pressure of resource shortage and environmental pollution,building a new type of agriculture with resource conservation and envir-onmental fr:iendliness has become the focus of common concern of the international community.As an important part of accelerating economic transformation and building a "Two-type Society",Two-type Agriculture is the only way for agricultural modernization.In December 2007,Changsha-Zhuzhou-Xiangtan urban agglomeration was designated as a“Two-type Society" pilot area by the state,which provided a good opportunity for Changsha County to develop and build"Two-type Agriculture","Two-type Agriculture" is a concept with Chinese characteristics,but its connotation is in line with modern agriculture with different names abroad.Therefore,this paper first summarizes the relevant research results of domesticTwo-type Agriculture and foreign modern agricultural development.Secondly,the related theories such as resource and environment economics,Agricultural Economics and institutional economics are briefly introduced.Thirdly,it evaluates the current situation of the Two-type Agriculture development in Changsha County from qualitative and quantitative aspects.The main conclusions are as follows:since being included in the“Two-type Society" construction pilot area,thanks to the superior geographical conditions,Changsha County has made tremendous achievements in the development ofTwo-type Agriculture.It is embodied in five aspects:agricultural production and structural adjustment,quality and safety monitoring of agricultural products,extension of agricultural science and technology,construction of agricultural ecological civilization and rural infrastructure construction.From the results of quantitative evaluation,the development level of"Two-type Agriculture" in Changsha County has steadily improved between 2007 and 2016.At the same time,combined with the field investigation,the shortcomings are discussed in depth.Its shortcomings are mainly manifested in five aspects:serious waste of water resources,lack of rational use of land,extensive production mode,inadequate extension of agricultural science and technology and serious non-point source pollution in rural areas.On this basis,the experience of modern agriculture development in developed countries or regions is analyzed and summarized.Through drawing lessons from their experience,some suggestions are put forward to solve the problems existing in theTwo-type Agricultural production in Changsha County,which can provide reference for the further development of the Two-type Agriculture in Changsha County. |
