The Evaluation And Countermeasure Research Of The Development Of Modern Agriculture In Gansu Province

Implementing the strategy of rural rejuvenation is the general starting point for the work of "three rural issues" in the new era.General Secretary Xi Jinping put forward in the report of the 19 th National Congress of the Communist Party of China,"building a modern agricultural industrial system,production system,and management system" as one of the main measures for the rural revitalization strategy.The terrain of Gansu Province is complex and ecologically fragile.The construction of the three major modern agricultural systems is still incomplete.Compared with other provinces,the overall level of development is still far behind.Improving the development level of modern agriculture and exploring new economic growth paths in counties is the main thrust for transforming Gansu Province from a large agricultural province to a strong agricultural province,and is one of the important goals of modernization construction in Gansu Province.Studying the development of county economy and modern agriculture in Gansu Province,and analyzing the improvement path of high-quality development of modern agriculture in Gansu Province,is an important part of exploring the economic development of Gansu Province,and is a concrete practice of implementing the rural revitalization strategy.It has important practical significance.This article selects 68 county-level administrative units to construct an evaluation model of the level of modern agricultural development under the background of the rural revitalization strategy,and an evaluation model of the degree of coupling and coordination between the coordinated development of modern agriculture and the county economy.And quantified the development level of county economy and modern agriculture in Gansu Province from 2001 to 2016,and comprehensively evaluated the development level,spatial difference characteristics and evolution law of modern agriculture in the county.Based on this,the improvement path of modern agricultural high-quality development in Gansu Province is discussed,and the following main conclusions are drawn:(1)The level of modern agricultural development in Gansu Province shows a gradual increase in fluctuations and presents the overall spatial layout of the strong west and the weak south.The counties with higher levels of modern agricultural development are mainly distributed in Hexi and irrigation areas along the Yellow River.There is a large gap in development levels,but there is a gradual shrinking trend.The temporal and spatial evolution of county economic development level is generally consistent with the evolution of modern agriculture,and the gap in spatial development is higher than that of modern agriculture.(2)The relative development status of county economy and modern agriculture is as follows: the counties that are lagging behind in the development ofcounty economy are gradually decreasing,and the number of counties that are lagging in the development of modern agriculture are gradually increasing.In the future development and construction,we must give full play to the role of county economy in promoting the development of modern agriculture.While promoting the economic development of the county,we cannot ignore the promotion of the development level of modern agriculture.(3)From the analysis of the coordinated and coordinated development of the two major systems,it is found that the development of the two major systems has always been in a highly coupled state,the coordination degree and the coupling degree change trend are generally consistent,the development situation is relatively stable,and most counties are in a moderately coordinated and the state of high coordination,the number of highly coordinated counties is from scratch,and at the same time,the distribution pattern of the degree of coupling and coordination has a spatial correspondence with the level of county economy and modern agricultural development.The degree of coupling and coordination between the two is also high.(4)According to the results of the analysis,starting from the improvement of the overall level of modern agriculture,increasing funding support for modern agriculture,reducing the gap in the development of modern agriculture,and breaking through the bottleneck of modern agriculture,explored thepromotion path suitable for the high-quality development of modern agriculture in Gansu Province.
