Inclusive finance,as an economic system that truly benefits all social strata with the achievements of financial development, has been valued by all countries in the world.Hubei province attaches great importance to the development of inclusive finance, which is listed as an important social responsibility and political task, actively expands the supply of financial services for small and micro enterprises,"agriculture, rural areas and farmers",and encourages and supports product innovation,so as to promote high-quality economic development. While hubei province has made considerable achievements in the development of inclusive finance, there are still some problems to be solved. This paper quantitatively measured the development level of inclusive finance in 13 prefecture-level administrative regions of hubei province from 2012 to 2017,and analyzed the development status of inclusive finance in various regions more clearly in the form of numerical value,so as to find out the characteristics and problems of the development of inclusive finance in hubei province. On the other hand, the rural-urban income gap of hubei province is still large, and inclusive finance should benefit the dividend of financial development to a broader area,so that more people can have convenient and efficient access to financial services. Moreover, inclusive finance pays more attention to serving the vulnerable groups in urban and rural areas, and improve the income of vulnerable groups to a greater extent, which should be conducive to narrowing the rural-urban income gap.In order to prove the hypothesis that developing inclusive finance can promote the improvement of the rural-urban income gap in hubei province, this paper conducts an empirical study on the relationship between the development level of inclusive finance and the rural-urban income gap,so as to provide an empirical basis for vigorously developing inclusive finance. This paper consists of five parts. The first part mainly explains the background and significance of the topic, through the study of domestic and foreign literature to understand the status quo of inclusive finance research. The second part mainly introduces the concept and development process of inclusive finance and analyzes the internal mechanism of the influence of inclusive finance on the rural-urban income gap.The third part quantitatively measures the development level of inclusive finance in hubei province, and calculates the IFI index of 13 prefecture-level administrative regions in hubei province through four indexes and the coefficient of variation method. The fourth part is the empirical analysis of panel data.Through F test and Hausman test, the regression model is determined to study the relationship between IFI index of inclusive finance in hubei province and the rural-urban income gap,and to demonstrate whether the development of inclusive finance in hubei province can promote the narrowing of the rural-urban income gap.The fifth part summarizes the research conclusions and puts forward policy suggestions to promote the development of inclusive finance in hubei province.Through research, the main conclusions of this paper are as follows:1.The development level of inclusive finance in hubei province is generally low and the regional gap is large, but it has high growth;2.There is no necessary connection between the level of inclusive finance development and the level of economic development in some cities of hubei province;3.The development level of inclusive finance in hubei province is conducive to narrowing the rural-urban income gap. Finally, this paper gives corresponding policy suggestions from the policy system, legal system, product service, credit and supervision system and other aspects.
