T Customs Under The Background Of Deepening Institutional Reform Study On The Problems And Countermeasures Of Institutional Reform

At present,as socialism with Chinese characteristics has entered a new era,a new round of administrative system reform has been put on the agenda.The 19 th national congress of the communist party of China and the third plenary session of the19 th central committee of the communist party of China decided to carry out bold and drastic reforms to the party and government institutions.In the face of the external trend of the reform of party and state institutions and the internal requirements of the integration of national customs clearance,the reform of customs institutions has reached the point of no delay.As the national entry and exit supervision and administration organs,customs plays an important role in promoting the development of foreign economic and trade.The time background of a new round of opening to the outside of the customs functional position and institutional setting puts forward new requirements,reversed transmission customs radical institutional reform,the institutional responsibilities,business process,and post Settings,manpower allocation adjustment,change the previous traditional management idea and method,so as to further improve the customs of the modern management level and management ability,realize the construction of a new era of socialism with Chinese characteristics the aim of the new customs.This paper studies the reform of customs institutions under the background of deepening the reform of party and state institutions,taking the reform of T customs institutions as the main research object.The specific structure of this paper is as follows: the first chapter explains the background and significance of this paper,introduces the research status of the reform of customs institutions at home and abroad,determines the research ideas and methods of this paper,and expounds the relevant concepts of the reform of customs institutions.The second chapter introduces the reform of government institutions from a macro perspective,and then introduces the history of the reform of customs institutions.Chapter three,after explaining the background,USES the case analysis method and takes T customs as an example to introduce the functions of T customs institutions before and after the institutional reform and the status quo of institutional reform,and study the changes and progressbrought about by institutional reform.The fourth chapter according to the related theory of public management,research of deepening the reform of institutions under the background of T customs institutional reform and function integration problems,such as the original function to optimize the integration of,internal institutions face cut merger,large Numbers of people facing transference shunt,business process integration adjustment and departmental interests face smooth,organizational culture conflict,etc.,and then from the reform measures,human resource allocation,institutional setup and departmental interests four aspects to explore the deep reasons of the problem.The fifth chapter puts forward the thoughts of the reform of the customs institutions and principles,and advances some countermeasures and Suggestions: optimization of changing the function of the customs,science set customs agency,implement dynamic adjustment,integration of customs business processes,promote and decentralization,the reasonable transference cadres,improve ability quality,strengthening the construction of organizational culture.
