Greater Departments: Customs To Deepen Institutional Reform Path Chosen

Reforms of government institutions have always been the focus of public attention.The Second Plenary Session of the 17th Central Committee of the CPC clearly proposed'straighten out the division of the government sector responsibilities,adhere to the principle that one thing handled by a department','In accordance with the principles of streamline,unity and efficacy, and the requirements of decision-making power, executive power and supervisory power being mutual restraint, coordination, closely centering function transformation and the relationship functions and responsibilities,the government institutions are further optimized, institutional setup is standardized, a giant department system with integrated functions is explored, and the administrative operation mechanism is improved.'It was the kernel of the latest round of government reforms.China Customs,as a national authority which supervises the country's import and export,is bound to comply with the requirements of building service-oriented government, responsible government,rule of law-oriented government,with the focus on changing functions,straightening out relations,optimizing the setup and raising efficiency,and matches powers with responsibilities,divides work in a rational way, fosters scientific decision-making, and ensures smooth execution and effective supervision.It is of great practical significance that researching the institutional reform of China Customs authorities in this background.This paper reviews the institutional setup of China Customs since the founding of PRC, and analyzes the main problems and the causes of the current institutional setup of customs according to the theory of administration & management.It discusses the necessity that China Customs deepens institutional reform and implements the giant department system, form the point of view that responds to the Central Committee of the CPC and the State Council's institutional arrangements;ensures coordination and mutual restraint of China Customs'decision-making, execution,supervision;unifies guard and service standards,deregulates and improves administrative efficiency;practices virtual organizations and builds service-oriented customs agencies.It thinks that in the new situation, China Customs should refer to the successful experiences in reform of foreign customs,according to China's actual situation, implements the institutional reform of giant departmental system, and focuses on solving such as integration and optimization, coordination and control,supervision and accountability, decentralization and outsourcing and other problems caused by reforms.Finally,it proposes some schemes of customs institutions organized with giant department system, so that the responsibilities of customs in different levels can be clarified, and the hierarchies of decision-making, supervision, execution perform their duties and effectiveness,and promote more efficient functioning of the organization, and it truly brings about that China Customs is'seeing and hearing better(decision-making, supervision),coordinating limbs(implementation)',and improves the regulatory and services,so that the framework of the modern customs system is set up.
