The 13 th Five-Year National Agricultural and Rural Informatization Development Plan pointed out that informationization is the commanding height of agricultural modernization.Under the government's guidance,the policy of benefiting farmers and the rural informatization have gone hand in hand,and China's agricultural and rural informatization has made great progress.However,due to the low level of cultural and the large regional differences in rural areas,the development of agricultural and rural informatization has been objectively hindered.On the one hand,various convenience information systems involving three rural areas have increased the number of cards held by rural residents,such as agricultural insurance cards,medical insurance cards,bus cards,etc.,numerous cards and cumbersome procedures,resulting in farmers not being able to fully enjoy the national preferential policies and restricts rural informationization services to farmers.on the other hand,some information is difficult to collection accurate and in timely which required by rural informationization.In order to solve these two problems,this paper proposes a rural smart card system.By analyzing the current needs of rural residents and the cards they hold to design the system framework,system modules and database table structure of the rural card system.The oracle11 g database was established to management and analysis the data.Relevant departments can directly extract information through authorized data interfaces,that can improving the utilization of farmers basic infomation and reducing repeated collection.On the basis of completed the design of the rural smart card system,the specific research on the petty consumption function of the system is carried out.Through the detailed analysis of the types,security features and key algorithms of the IC card,choice CPU card as the user card in the rural card system.According to the CPU card,the characteristics of multiple applications can be established,and the functions of different cards can be divided by establishing different applications,thereby reducing the cost of card making and realizing the multi-purpose of smart card.According to the relevant technical documents designed complete petty consumption process.The program code is written by C language and using Xshell5 serial debugging software to debug.Finally,the wireless network uses socket as the communication method to upload the consumption data to the background,realize the collection of consumption data,and analyze the data through the database.The system supports one-card multi-use,and supports the collection of data generated during the use of cards.It can provide powerful data support for the development of agricultural and rural information,and provide decision-making basis for accurately guiding regional agricultural development.Through the relevant information collected by the system,data support can also be provided for rural informatization related databases and rural information analysis and decision systems.The realization of petty consumption and data collection functions to a certain extent ensure the correctness of the system design,and lay a solid foundation for the full realization of the system.
