Research On The Factors Affecting The Success Of Quasioper-Ational Infrastructure PPP Project

Quasi-operational infrastructure projects are closely related to public interests.The failure of projects not only means a huge waste of resources,but also damages the credibility of the government.In recent years,the government and social capital cooperation(PPP)as a financing and construction management model to effectively alleviate the financial pressure of the government has been widely used in quasi-operational infrastructure projects.In view of the application status of PPP model in quasi-operational project field in China,it is of great significance to explore the influencing factors of project success and to study the interaction among the influencing factors.Through literature research,flow chart analysis and expert interviews,37 successful influencing factors of quasi-operating infrastructure PPP projects were identified,which can be summarized into seven categories:government supervision and implementation,external market environment,social capital strength,project decision-making process,project cooperation environment,project investment income and project construction conditions.Design questionnaires,issue questionnaires and obtain basic data needed for research.The descriptive statistical analysis,reliability and validity analysis of the basic data were carried out by using SPSS21.0.Based on the analysis of the results,AMOS21.0 was used to establish the structural equation model,and the relationship between the factors and the path of action were analyzed.The results show that there are different degrees of positive correlation between the 7 factors and the success of the PPP project.Among them,the project cooperation environment is the biggest driving force for the success of the PPP project,risk sharing mechanism,concession contract,supervision system,incentive mechanism,and recruitment.The adoption of standard process transparency,public support,income distribution mechanism,appropriate project selection,government department contract spirit,partner portfolio,and PPP legal system are factors that must be closely related to the success of PPP projects.Finally,some suggestions are put forward to improve the landing rate and success of the quasi-operational infrastructure PPP project.
