At present,China's economic development has entered a new normal,and the growth rate has slowed down markedly.The basic investment and demographic dividends have gradually weakened the national economic growth drive.At this time,we need to transform the economic development model into an innovation drive by science and technology.The producer service industry is the core sector.It is directly oriented to producers and has the characteristics of high knowledge content and high technical efficiency.It is a vital link in promoting the progress of producer technology and promoting industrial upgrading in the process of economic transformation.Aiming at the imbalance of regional development in China's production and service industry,this paper takes the production service industry of 31 provinces,autonomous regions and mainland China as the main research object,based on service theory and economic growth theory,and uses 2007-2016 Economic data,research on the current status,causes and trends of productivity differences in producer services and sub-sectors across regions.Firstly,the paper analyzes the overall situation of labor and capital productivity and spatial differences in China's production service industry.Subsequently,the DEA-Malmquist index method was used to measure and interpret the Total Factor Productivity(TEP)of each industry in each region of the producer services,and the convergence test was conducted.Then,by establishing a stochastic frontier model,the factors affecting the spatial difference of productivity levels in the wholesale and retail,transportation industries are analyzed and tested.Taking the wholesale and retail industry as an example,the paper analyzes the current situation of technical efficiency in 31 provinces,municipalities and autonomous regions in China,and analyzes its development trends and models.Finally,it summarizes the policy orientation of how to develop the producer service industry.The conclusions of the study mainly include:1.In general,labor efficiency has been the highest in ten years.The fixed capital productivity increased slightly in the past ten years with obvious downward trend,and the ability to pull the economy weakened.From the perspective of various regions,the changes in labor productivity in the producer service industry have certain spatial characteristics.The labor productivity gap between regions is slowly decreasing.The change in capital productivity in each region is smaller,and the spatial differences between regions are gradually expanding.Differentiation.2.The three industries of information services,scientific and technical service,business service show that the growth rate of TFP in advanced regions is fast,while that in backward regions is slow.In the financial industry,the opposite is true.The TFP of backward regions is growing faster than that of advanced regions,and there is a catch-up trend.Transportation industry,wholesale and retail industry have conditional beta convergence.3.Through empirical tests,the transportation industry are capital-intensive industry.and the degree of marketization,concentration,specialization,and openness are positively related to in its productivity.The wholesale and retail industry are labor-intensive industry.the degree of urbanization,degree of marketization,degree of agglomeration,and degree of specialization are positively related to the increase in its productivity.4.Through in-depth analysis of the spatial development trend of wholesale and retail industry,it is found that the high wholesale and retail productivity areas in China are clustered in geospatial space,and the high productivity level areas have a siphon effect on the development of low-level areas.The difference is increasing,but some areas with high productivity have slowed down.5.Looking at the experience and measures in various places,four points have been drawn: constructing clusters of producer service industry as a spatial orientation,cultivating emerging producer service industries as an industrial orientation,promoting industrial integration as a strategic orientation,“Deregulating,managing,and serving” as policy orientation.
