The public-private partnership(PPP)model refers to a cooperation model in which the public sector(usually the government)and the private sector jointly provide public service products.The PPP model is to establish a community of "sharing interests and risks" between the government and social capital,so as to reduce financial burden and project risks.Meanwhile,the efficient management mechanism of private enterprises is utilized to provide public services of higher quality.At present,China has grown into the world's largest PPP market,a large number of PPP projects have been successively entered the operation stage.The medium-term performance evaluation of PPP projects is of great significance for the development of project operation and has a significant impact on the achievement of the project's ultimate goal.Therefore,in this paper,based on the theory of performance evaluation,in combination with the characteristics of the PPP projects,based on critical success factors(CSF)of key performance indicators(KPI)method to establish the performance evaluation index system,through the management mechanism,public facilities maintenance,green cleaning maintenance,tourist service and the four dimensions,set up the corresponding article tourism industry performance evaluation index of the PPP project interim.The most suitable and practical fuzzy comprehensive analysis method was used to construct the performance evaluation model,and empirical research,feasibility and applicability analysis were conducted.Figure1;Table5;Reference 60.
