With the rapid development of China’s economy, under the impetus of “four modernizations”,the young labors enter the city through many ways such as studying, working, and buying houses in the city. After taking root in the city,in order to give their parents a better life or need their parents to help them take care of their families and children, they bring their parents from their hometown into the city to live together, thus forming a group of elderly people——the rural migrant elderly. After the rural elderly migrate into the city to live, the change of language, environment, circle of friends, lifestyle and so on will bring them many challenges. How will they spend their old age in the city? And what will their living conditions be like? These are not only related to family harmony, but also to the stability of the country and society.Based on this, this paper uses the CHARLS data and the theory of the capabilities ability to select seven aspects of family communication, physical condition, social interaction, social security, economic condition, living environment and spiritual feeling to construct the index system of welfare evaluation for the rural migrants elderly.Firstly, this paper uses the method of fuzzy evaluation to measure and analyze the welfare of the elderly in rural areas, and compares with the welfare of the elderly in urban areas. Then, this paper compares and analyses the welfare of the elderly in rural areas with different characteristics. The main conclusions are as follows:(1)The living conditions of the rural migrant. The rural migrant elderly are mostly younger,healthy,low-educated,low-income,low-level social security and common migration. They live mainly in the main city after entering the city, but the living space is relatively small, but indoors. The environment is very clean and tidy. They have a single source of life. They mainly rely on wages, pensions or children’s support. They come to the city to help their children to take children, share household chores, and rarely participate in social activities. However, they are satisfied with the life in the city and are very happy. Will feel lonely.(2)The welfare of the elderly living in rural areas is relatively poor. This aspect is particularly manifested in the social security and economic situation, and is quite different from the urban old people who are moving in the future. The level of family communication and living environment is not good or bad,and the welfare is higher in terms of physical condition and mental feeling, but Compared with the old man whomoved with the city, except for the physical condition, the rest is lower than the elderly who are moving with the city.(3)The welfare status of rural migrants with different characteristics is different. The main board should show that the welfare of the elderly in the rural areas is higher than that of the elderly who are moving with the women, and the older the age,the higher the education level, the longer the time of the relocation, the higher the income, the higher the welfare of the elderly in the rural areas. The welfare of the spouse who lives with the children, who moves with the spouse and who needs to look after the grandchildren will be higher, and because of the differences in natural endowments and environment in the east, middle and west,Therefore, rural migrants in different regions will also have corresponding welfare differences.
