In recent years,following the new-normal economic and financial development situation in China,Chengdu Branch of Bank A has been strategically positioned at the target of the light bank with the support of its own advantages and operating features.This strategic positioning requires Chengdu Branch of Bank A to have insight into customer demands and provide personalized financial service products accurately.However,the development of personalized financial service products is mainly carried out and finished in the form of software projects.Therefore,the urgent affairs for Chengdu Branch of Bank A is how to enhance the performance of software development through the improvement of software project management,so as to meet business demands for now and for quite a long period in future.From the perspective of transactive memory system,this paper attempts to take the UnionPay Collection & Paying Project of Chengdu Branch of Bank A as a case study to provide management suggestions and optimization strategies on how to improve the performance of its software development projects.Participants of this project are composed of three circles: the core circle(i.e.,relevant participants from departments of retail,operation management,information technology of Chengdu Branch of Bank A),the external circle(i.e.,relevant participants from departments of business and technology of third-party payment Company B),the peripheral auxiliary circle(i.e.,relevant participants from the head office of A Bank).The author carries out face-to-face interviews with main members of these three circles and in-depth analysis on these interview contents.It is found that,the level of development of the transactive memory system is uneven among all participants.The development level of the transactive memory system is relatively high among the members of the core circle,while those are relatively low among the members of the core circle,the external circle and the peripheral auxiliary circle.This is mainly because multiple modes of communication are adopted during the project,where face-to-face communication and meetings are the best for formation of a transactive memory system.The frequency of communication among members of the core circle is higher than that between the core circle and the non-core circle,and the frequency of face-to-face communication among members of the core circle is higher than that between the core circle and the non-core circle.What's more,Chengdu Branch of Bank A has a systematic process for development of software projects which clearly defines modes,contents and goals of communication in each stage of development of software projects for the core circle.However,there is no clear communication mechanism between the core circle and the non-core circle,leading to unbalanced development of the transactive memory system.The different development of the transactive memory system results in different results of behavior.Due to the high development level,professionalization in the core circle was formed rapidly,strengthening teamwork and trust.As a result,even a team have problems during a project,they can solve them quickly,leading to high efficiency and effectiveness of teamwork.On the contrary,due to the low development level of the transactive memory system between the core circle and the non-core circle,the communication costs are enhanced among members,departments and organizations.Even in the case of common problems,it also needs repeated communication,trial and error,which leads to low efficiency and effectiveness of teamwork.According to the research above,it is found that Chengdu Branch of Bank A should emphasis on strengthening the high-level transactive memory system of the core circle.It should conduct knowledge management of software projects and establish a system of knowledge management.Meanwhile,Chengdu Branch of Bank A should take measures to promote the development of the transactive memory system between the core circle and the external circle,and promote the peripheral auxiliary circle to a higher level.As the low level of development of the transactive memory system between the core circle and the external circle,the peripheral auxiliary circle is mainly related to the two factors of communication medium,frequency and working processes.Therefore,it shoud be design specific methods from these two aspects.For example,it can optimize communication management during a project and management processes of software projects.
