Research On Real Estate Development Strategy Under Cold Climate

Benefits of real estate development are affected by various factors and risks comprehensively exist in each stage of the project development.The severe cold region mainly includes the northeast of China,Tibet and inner Mongolia.Cold climate directly affects the whole real estate development process.The real estate market in the north is behind that in the south,which is not only due to the imbalance in the economics but also the climate effect.Under the extreme cold climate condition,there exist various problems referring to management,operation and construction techniques.Based on the significant problems in the process of real estate development in the cold northeast of China,the risk factors existing in the real estate development have been carefully recognized and analyzed through the index weight analysis to develop the development strategy by avoiding risks.At the same time to obtain greater benefits,to commit to improving the level of the risk management of the real estate development project under the cold climate.This work is composed by three parts.The first part focuses on the investigation and analysis of the problems in the process of real estate development.Combining the project cases and questionnaire of experts.The problems existing in the four stages of the real estate development have been summarized,such as lack of preliminary preparation,poor construction and maintenance consciousness,poor construction quality and lack of construction techniques against the extreme cold weather in winter,etc.Moreover,the reasons leading to the problems above have been carefully analyzed and discussed.In the second part,based on the questionnaire survey,the risks of each stage in the real estate development process have been recognized.Firstly,statistic analysis was performed by the Delphi method on the suggestions of experts and the potential risks of each stages were obtained.Secondly,through the Analytic Hierarchy Process,the risk index was weighted to obtain different risk levels.In the third part,according to the different levels of risk and the significant problems in each stage of the development,feasible strategies for the real estate development were proposed considering the practical conditions to avoid risks meanwhile to amplify returns.This study redefined and analyzed the project risks of real estate development as restricted by the extreme cold climate,which assists the real estate development companies to obtain comprehensive and profound understanding on the project risk and then assists relevant departments to make policies to lower the risks in the real estate development.In addition,this work also performed the staged dynamic evaluation aiming at providing corresponding controlling strategies for the evaluation results under the process of real estate development in extreme cold region.This work would provide valuable theoretical support for controlling the project risks of the real estate companies.
