The Research On The Management Mechanism Of County Level Government Investment Projects

As an important carrier of public goods,government investment project has always been an important field of government public expenditure and an important means of government regulation and control of economic and social development.In recent years,with the rapid development of economy and society,the scale of government investment projects in China has expanded rapidly.In order to improve the efficiency of the use of financial funds and standardize the construction of government projects,local governments have made a great deal of innovations and explorations in the management of government investment projects.County government at the forefront of the government investment project management work,the establishment of the government investment project management mechanism is relatively perfect.On the basis of fully drawing on the research results at home and abroad,and taking Jiangdong District of Ningbo as an example,this paper makes a deep and systematic study on the management mechanism of county level government investment projects.The paper firstly reviews the research results of domestic government project management mechanism,defines the concept of government investment projects and government investment project management mechanism,and expounds the government investment project management related to the theory of public goods,public choice theory and the principal-agent theory,analyzes the relationship between these theories and the management of government investment projects.Secondly,a few from the project selection,process management,supervision,stakeholders game mechanism and other aspects of the in-depth analysis of the Jiangdong District of Ningbo city government investment project management mechanism,put forward the advantages and existing problems.Then,it compares and analyzes some advanced methods in the construction of government investment project management mechanism at home and abroad,and summarizes the enlightenment that these practices bring to us.Finally,on the basis of the above analysis,from the strengthening of social participation,strengthen the evaluation and incentive,improve internal and external supervision,project construction mechanism reform,puts forward some countermeasures and suggestions on further improving the management mechanism of county-level government investment projects.
