A Study On The Strategy Of The Exercise Of The Agent System In Government Investment Projects

The reform of the system of the government investment projects is that of great importance in the investment system. As the government investment projects take up a higher proportion in the investment of the assets, it is of great significance to further better the administration of the government investment projects. With China's entry into WTO, it is essential for her to find a better administrative model of the government investment projects. In this background, agent system comes into tentative application in every part of China. This paper, based on the implementation of agent system in Gansu Province, taking reference to the experiences in other places of China, generalizes and analyzes the theoretical basis, market mechanism, operating processes and the system of supervision, and presents the ways to optimize and perfect the social supervision. With the view of the problems existent in the exercise of the agent system, some solutions are suggested. Last but not least, this paper puts forward such an idea: the agent system is better to be implemented province-wide with the non-operating provincial government investment projects as the breakthrough.
