Research On The Influence Of Innovative Cities On High-quality Economic Development

China's economy has shifted from a high-speed growth stage to a high-quality development stage.As an important space carrier for regional development,cities are also faced with the problems of transforming development mode,optimizing economic structure,and transforming growth momentum.Promoting high-quality development is a fundamental requirement for the city to determine development ideas at present and in the future.It is difficult to assess the high-quality development level of urban economy by a single economic indicator,and the economic growth quality evaluation system cannot accurately reflect the qualitative conditions of the new era.Therefore,it is necessary to construct a high-quality development indicator system for the new era,and quantitatively evaluate the high-quality development of the city to give direction for future economic work.Further,as the fundamental driving force for high-quality urban economic development,the contribution of innovation in actual economic development and the policy effect of building innovative cities on high-quality economic development need to be systematically studied.First of all,based on the new era background of socialism with Chinese characteristics,this paper expounds the connotation of high-quality economic development,and constructs the index system of high-quality economic development from the three dimensions of development fundamentals,development social achievements and development ecological results.After that,the economic high-quality development index of 273 prefecture-level cities was measured,and the characteristics of high-quality development were analyzed from the perspective of time and space.Secondly,using 273 prefecture-level city data spanning 13 years from 2004 to 2016,using Python to capture the number of city patents to characterize innovation,and using the intellectual property system as a tool variable to mitigate the endogenous problems of innovation,in 2SLS The analysis within the unified framework found that innovation has a significant improvement effect on the high-quality development of the economy,but the spillover effect of innovation has not had the expected positive impact on the high-quality development of the economy.Innovation and the spillover effects on economic role in the development of high quality have heterogeneity leads to uncertain innovative city construction in high quality and economic development,so this article using the double difference method empirically the effect of the policy: constructing innovative urban policy significantly improved the city's economic growth,but not to produce the desired quality and economic development positive effect.Finally,this paper proposes suggestions for the high-quality development of urban economy from the aspects of intellectual property system construction,innovation differentiation policy,innovation factor allocation,innovative pilot city evaluation system,and innovation and quality development shortcomings.
