Research On The Influence Of Development Zones On The High-quality Development Of Urban Economy

China has entered a new era,which represents both an important opportunity for development and an important challenge to its development transformation.At present,China's economy is facing international trade protectionism looked up the external environment,frequent trade friction,also faces the domestic tighten rapidly rising labor costs,resources,environment and other circumstances,coupled with the "will be coronavirus" global pandemic,the world's major economies affected by the epidemic growth momentum is insufficient,in the face of weaker economic development internal and external situation,China needs to find effective ways to promote economic development quality and means,and realize the development way of power shift,from elements are driven to rely on innovation and structure upgrade transformation of high quality development.As the representative of the experimental plots and location-oriented policies for urban economic development,development zones play an important role in China's regional economic development.In the current situation that China's economy is in urgent need of transformation and upgrading,have the development zones in various regions improved the economic development quality of their cities? If so,how big is the effect of quality improvement and through what channels can high-quality economic development be promoted? This is obviously related to the effectiveness of development zone policies.It is a pity that the existing literature does not give an answer to this macroscopic question,and the comprehensive evaluation based on the data of development zones with full samples is rarely mentioned in the literature.Based on the improvement of the economic environment brought by the construction and development of development zones,this paper systematically studies the impact of development zones on the quality of urban economy by comprehensively using a variety of analytical methods,and explores the ways and mechanisms of action.First of all,this paper combs and summarizes the theories and literatures related to the quality of economic development in the development zone,so as to clarify the research content and ideas of this paper.Secondly,it explores the historical environment and background of the establishment of development zones,reviews the development process and context of development zones,and shows the trend of the establishment of development zones and the quality of economic development across the country,which lays an analytical foundation for us to intuitively grasp the relationship between development zones and high-quality economic development.Again,based on general equilibrium analysis method and framework,build the theory model of development zone and urban economic development,on the basis of the mathematical model proposed hypothesis development zone can affect the quality of the city's economic development,and through detailed analysis of the economic theory,explained the development zone inherent theoretical mechanism affecting the quality of city's economic development.Once again,use level of China's 272 cities as large sample data,using a variety of econometric analysis method,empirical test the development zone on the quality of the urban development,reveals the inner mechanism,and on this basis,through the analysis of the abundant heterogeneity all-round quality improvement effect shows the development zone of the city's economic development,greatly enriched the conclusion of this article.Finally,based on the above theoretical and empirical conclusions,combined with the practice of development zones in China,this paper puts forward countermeasures and Suggestions to give full play to the urban quality improvement effect of development zones.The main research and findings of this paper:First,comb through refining the quality of development zone and urban economic development related theory and literature,found that the industrial location theory as the development zone's location provides the basic train of thought,industrial cluster theory,growth pole theory to the construction and development of development zone provides an important theoretical guidance,and regional radiation theory,technology diffusion theory and innovation cluster theory implies a development zone in the process of establishment and development may affect the quality of city's economic development.Secondly,the development status of the development zone is sorted out and summarized from two dimensions of time and space respectively.It is found that the development zone plays different roles in economic development at different stages.However,in the long run,there is a positive correlation between development zones and urban economic growth,innovation and industrial structure upgrading,that is,there is a significant correlation between development zones and high-quality development of urban economy.Third,based on the economic theory of general equilibrium analysis method and research framework,constructing development zone affect the dynamic mathematical model of the development of the urban economy,according to the development zone in the establishment,short-term and long-term three different lengths of time to explore its dynamic effect of high quality and economic development,the results of theoretical model shows that development of urban economy and promoting roles in the development of high quality is often manifested as time goes on,the development zone to set up and development,the longer its role in promoting the development of urban economy quality.Fourth,the development zone to the learning effect,promote regional innovation spillover effect and competition effect,and also in promoting regional innovation through demonstration effect on the basis of the linkage effect,promote the optimization and upgrading of industrial structure,and innovation and upgrade of industrial structure is an important performance of high quality and economic development,not only is important path to promote the development of urban economy quality.Fifth,empirical research shows that the development zone can significantly improve the economic development quality of the city,which is consistent with the experience of the United States,Japan and other developed countries.The multi-dimensional robustness test shows that the benchmark model is very robust and reliable,and the development zone can strongly improve the economic development quality of the city and promote high-quality economic development.The heterogeneity study also found that the quality improvement effect of development zones was most obvious in the western region,followed by the eastern region,and the weakest in the central region.Compared with provincial capitals(or cities separately listed in the plan),the quality improvement effect of development zones in ordinary cities is the strongest.The urban quality improvement effect of state-level development zones is obviously greater than that of provincial-level development zones and below;The urban quality improvement effect of the development zone established from 2003 to 2008 is significantly greater than that of the second half of the sample period(2009-2016).Further analysis shows that the urban quality improvement effect of the development zone is closely related to the institutional environment of the place.The higher the institutional quality or marketization degree of the city is,the more obvious the development quality improvement effect will be brought by the establishment of the development zone.At the same time,in the first half of the sample,the influence of system quality is greater,and with the passage of time,the effect of system quality on the improvement of urban quality of development zones is somewhat weakened.Sixth,empirically test whether the development zone affects the quality of urban economic development through the two main effects of innovation and industrial structure upgrading,that is,to explore the action mechanism of development zone affecting the quality of urban economic development.Study found that:(1)published by fudan university city innovation index to characterize the innovation level,after controlling for important characteristic variables of city innovation,set up development zone can promote the city innovation,still show set up a development zone in enhancing regional innovation ability,promoting urban innovation and development role and influence.It is also found that although national development zone and provincial development zone have significant innovation promotion effect,the innovation effect of national development zone is more obvious.(2)to calculate the index of industry structure upgrading characterization of the city's industrial structure upgrade,after controlling for important characteristic variable that affects the upgrading of urban industrial structure,development zone can still show the effect of industrial structure optimization and upgrading city,suggests setting up development zones in promoting urban industry high-end,rationalization has a profound impact.Multiple robustness tests continue to support the baseline model findings.Research on the heterogeneity of development zones shows that the effect of industrial structure optimization in development zones is mainly manifested in national development zones,but the effect is relatively weak in development zones at provincial level and below.Based on the above research conclusions,this paper puts forward the following policy Suggestions: attaching importance to the transformation and upgrading of development zones and strengthening the effect of high-quality economic development of development zones;Attach importance to the construction of the western development zone and promote its balanced development;Attach importance to the system construction to create a good development environment for the development of the development zone;We will attach great importance to innovation-driven development and continue to improve and upgrade the industrial structure.In the hope that the above measures can play and amplify the urban quality improvement effect of the development zone and significantly improve the economic performance of the development zone.
