Research On Local Government's Develepment Strategy Of Beidou Navigation Industry

BeiDou navigation industry is one of most significant constituent parts of the emerging strategic industry in China.Time and space technology based on BeiDou is also the theme of the modernization information revolution.In the future,it will become important pillar of economy in Shanghai.Driven by Shanghai municipal Government,BeiDou navigation industry has been making great progress since 2012.But with the development of BeiDou navigation industry face new opportunities and chanllenges,its Push Strategy aslo must make corresponding changes.The thesis research on present situation of Push Strategy about BeiDou navigation industry,its opportunities and challenges and deficiency in resent policies with innovation diffusion theory and government intervene theory,in the Public policy perspective.There are six parts in the thesis.The first part is the introduction include:the background and significance,status,and ideas and methods of the research.The second part is about theoretical basis and concept definition of research,Defined the definition,the main contents and characteristics of industrial development strategy.The definition,current situation and characteristics of Beidou navigation industry.Introduce the relationship between innovation diffusion theory,government intervene theory and the research.The third part analyze the current situation of Shanghai Beidou navigation industry's promotion strategy and the new situation faced by the industrial development and the shortcomings of the existing industrial development strategies under the new situation.The fourth part analyze the role of government's industry promotion strategy in X navigation company in Shanghai.The fifth part is about analyzing the development-to-practice process of American GPS,European Galileo and the Japanese QZSS.The sixth part is about some valuable strategic advice on promoting BeiDou navigation industry to Shanghai government.During the research I found that there are four strategy deficiencies,that is,the focus of industrial cultivation is not adapted to the change of the development situation.Industrial planning need to be formulated more scientific and reasonable.Lack of talent introduction policy with the policy of household registration as the focus.Insufficient of the government's industrial development service measures.And advice that On the level of public policy,"focus on industrial development and strengthen government intervention","Establishing a unified institution and improving the management system" at the level of management system,at the level of measures "provide perfect service to develop demand ".In-depth case study,literature analysis,interview method and experience summarization are mainly adopted in this thesis.
