Government Regulation Of Building Energy Conservation Research

With the quick development of Chinese urbanization and the fast improvement of people's living standard, the demand and dependency on energy resources have been increased a lot. The long-term extensive development of building industry could no longer solve the contradiction between the massive demand for energy resources and its fact of severely shortage situation, which will prevent the stable development of Chinese economy. So energy efficiency in construction industry (EECI) has attracted more social attention as one of the most program in sustainable development.Nowadays, EECI in China focus on spontaneous behaviors between the housing purchasers and developers as well as the promotion of compulsory EECI design standard by government, which ignores policies and economic incentives of EECI. In order to solve the deficiency of promoting EECI and prevent more newly-built high energy-consuming buildings, Chinese government not only needs to improve and perfect the law and standard systems on EECI, but also to set up efficient policies to bring market incentives in EECI.This research is based on a great quantity of published materials and reputabledata. The author tries to explain the deep-going reason------market failure, whichleads to the deficiency of EECI and government intervene, and also focus on the analysis of environment of construction industry (including market) and government regulations. From economic and juristic way of analysis, this paper intends to findout the reason of deficiency in promoting EECI in China------lack of governmentregulations, and analyzes the reason why government regulations are so important toEECI------market failure related to EECI. This paper also introduces the ideas aboutgovernment intervene and theory of the pattern government energy efficient management. Some foreign countries' experiences about government regulations on EECI are used for reference, which would be helpful to inspire new standpoint and give suggestions on promotion of EECI in China.The distinguishing feature of this research relies on the deep-going analysis of the 9 aspects conduct on market failure from economic point of view, as well as the reason of market failure related to EECI. In this paper, the background knowledge of information economics, cybernetics, information asymmetry, public choice theory, transaction theory etc and the research method of questionnaire and models etc are used, including the analysis on legislative regulations and comparative study of experiences on EECI promotion in developed foreign countries. This paper expects to solve the problem of deficiency on EECI promotion from economic and juristic way of analysis. In this research, the author doesn't extravagantly hope one or two single system can solve the problem. However, the author does hope this dissertation can provide a new research prospect to study problems about government and public regulation relating to EECI. And the author also hopes that this dissertation can offer scientific references to constitute a long-term mechanism solving the problem of difficulties on EECI promotion.
