With the advancement of industrialization and urbanization in developing countries,a large number of rural surplus laborers are transferred to urban and non-agricultural industries.This is the result of the choice of “rational” farmers to maximize their interests and the general trend of industrialization and urbanization in all countries of the world.China's reform and opening up has gradually deepened.The shortage of labor supply in China's cities is obvious,and the process of rural labor transfer has slowed down.On the other hand,although China is a large agricultural country,its per capita cultivated area is less than 0.1 hectare,only one third of the world average.Therefore,the modernization of agriculture and the development of urbanization urgently require the rural labors to continue to shift from agriculture to non-agricultural sectors,providing assistance for modern agricultural development and urbanization.This paper sorts out the literature results about the effect of agricultural fiscal expenditure policy and the mechanism of rural labor transfer,summarizes the factors affecting the transfer of rural labor,and finds the differential transmission mechanism of agricultural fiscal expenditure affecting rural labor transfer.And put forward a hypothesis,carry out a realistic investigation of agricultural fiscal expenditure and rural labor transfer,and based on the national provincial panel data,using the measurement method,empirically test the hypothesis.The empirical research results are as follows.From a national perspective,agricultural fiscal expenditure can promote the transfer of rural labor.Agricultural mechanization fiscal expenditure can promote rural labor transfer by improving agricultural production efficiency and other agricultural fiscal expenditures promote rural labor transfer by increasing rural human capital investment.However,the impact mechanism of agricultural fiscal expenditure on the rural labor transfer by narrowing the urban-rural income gap is not significant.Based on the above research,the following policy implications are obtained:(1)Increase the fiscal expenditure of agricultural mechanization moderately,and implement differentiated financial support according to regional characteristics.The geographic environment,agricultural production methods and agricultural mechanization degree of different regions are obviously different.It is necessary to adjust measures according to local conditions and formulate corresponding expenditure policies for weak points in various regions.(2)Increase the financial input of agricultural skills training.The effective use of agricultural machinery has certain requirements for farmers' knowledge and skills.Skill training can help improve farmers' skills and improve agricultural production efficiency.(3)Promote the circulation of land regulations.Modern agriculture requires large-scale operation and mechanized production.Standardized land transfer is conducive to land scale operation,providing a broader space for agricultural scale and mechanized development,releasing rural surplus labor and promoting rural labor transfer.(4)Support the development of agricultural industrialization.On the one hand,it can increase the added value of agricultural products and directly increase the income of farmers;on the other hand,promoting the development of rural industries can provide more employment opportunities and provide conditions for the local transfer of rural labor.
