Since the reform and opening up, China's economy has seen rapid development and the agriculture as the foundation of our economy is also sustained development. And the 16th meeting of the Communist Party has pointed out that it is a very important task to develop modern agriculture, boom the rural economy and increase the farmers' income. "Three rural" issue has become China's hot topics of concern to the whole society. And China's agriculture and rural issues such as the existence of under-investment has been the government's great concern. Although China's agricultural reform and opening up has been a certain degree of development, the income of farmers has also been greatly improved, but compared with the overall development of our national economy, China's agricultural development is relatively slow. The Liaoning Province and the country faced with the same situation, as a large industrial province, Liaoning Province's agriculture is facing the challenges of resource scarcity, investment insufficiency and international competition. Therefore, government support and protection of agriculture will be an important driving force and protection of the continued healthy and stable development of agriculture.Based on the macro background and practical demand above, this dissertation chooses to analyze the contribution of fiscal expenditure in the agriculture growth. At first the dissertation integrates the existing literature of agriculture and economic growth theory. based on the use of econometric tools, and use 1980-2007years from Liaoning Province of the relevant data to statistical analysis, in terms of the scale of fiscal expenditures on agriculture, the structure of agriculture in Liaoning Province of contribution to the development of empirical analysis. The whole dissertation contains five parts:Part one:analyzes the macro background of this research, and illustrates the theoretical and practical significance. It also introduces the main content of this dissertation.Part two:Carding fiscal spending and economic growth in agriculture-related theory, and the related literature review divided into three aspects at home and abroad in recent years, and then laying the theoretical foundation of this research. Part three:The data collected detailed statistical analysis of Liaoning Province, the financial expenditures on agriculture and agricultural development in status quo. Through a large number of descriptive statistics and graphs on the financial expenditures on agriculture over the years in Liaoning Province in absolute size, relative size, structure of expenditure in areas such as horizontal and vertical comparison. Through a multidimensional, multi-level, multi-angle analysis to identify the Liaoning Province that the changes of fiscal expenditures on agriculture and the current problems. Summed up the financial expenditures on agriculture in Liaoning Province is increasing year by year, but in Liaoning Province, the proportion of total fiscal expenditure has decreased year by year, and in Liaoning Province, the structure of fiscal expenditure on agriculture, the cost appears excessive proportion of non-productive cause of the problem.Part four:In previous descriptive statistics, based on the time-series on the use of econometric tools for empirical research. First, test the causal relationship between fiscal expenditures on agriculture in Liaoning Province and agricultural development. The dissertation constructs a C-D functions to measure the amount that fiscal expenditure and its structure contributes to agriculture growth. Fiscal expenditures on agriculture's contribution to agricultural development is obvious. Financial expenditure on various projects in agriculture, accounting for the largest share of support to rural production costs and operating expenses for agriculture, forestry, water, meteorological contribution to the development of agricultural output elasticity is ranked third, indicating Liaoning Province, the financial investment in expenditure on projects in agriculture there are deviations.Part five:According to this descriptive and empirical analysis of the results obtained, draw basic conclusions of this study, and in accordance with the theory for review as a basis. Give the dissertation proposes some suggestions on the scale, direction, structure and supervising of fiscal expenditure of agriculture. At last Concluds with the innovations of this article, and the shortcomings and limitations, and future research to make prospects.
