The Mode Design And Sustainability Analysis Of Patent Mutual Insurance Mode For The Micro-,small-and Medium-sized Technology Enterprises

Under the background of the knowledge economy,the micro-,small-and medium-sized technology enterprises in China grow rapidly,and gradually become the main force of the patent innovation of our country.However,at the same time,enterprises are also facing more intense patent competition of home and abroad.The micro-,small-and medium-sized technology enterprises have become a vulnerable group in patent competition because of their weak patent strategy awareness and low patent management ability.At present,the construction of patent management system for the micro-,small-and medium-sized technology enterprises is gradually concerned by the all parties,and the attempt of patent insurance is also gradually going deeper in China.From the perspective of patent insurance,this paper explores the patent insurance mode that is suitable for the micro-,small-and medium-sized technology enterprises in China and aims to create a better environment for innovation,which gives them full play to its important role in science and technology innovation and the national economy.On the basis of the development experience of patent insurance at home and abroad and the national conditions of our country,this paper puts forward the development mode of Patent Mutual Insurance.Participant and organizational structure,business and capital operations and risk management are fully designed.This paper puts forward a semi-mandatory mode for each type of insurance in the Patent Infringement Enforcement Insurance,a favorable treatment of lowering the insurance premium using the surplus profits,a punishment of reducing subsidies by government once when an accident is arising,a mechanism of patent cooperation alliance offers service and a data exchange circle operation.At the same time,this paper combines the historical analysis and logical analysis,and follows the idea of system dynamics.analyzing the dynamic influence relationships among the elements in the model qualitatively and quantitatively by drawing of causal graph & system flow chart and setting of variables and simulation equation.Using Vensim DSS software to run a system dynamics simulation model of Patent Mutual Insurance mode of the micro-,small-and medium-sized technology enterprises and analyze the beneficial effect and sustainability combining the simulation result.At the last,Through the policy simulation,put forward targeted recommendations for the operation of this mode.Through a series of analysis,this paper not only proves the feasibility of the Patent Mutual Insurance mode for small and medium-sized micro-science and technology enterprises in China,but also found the key policy factors which influence the development of this mode.What's more it built a SD model of the patent insurance mode which have strong Flexibility for the design of patent insurance mode of small and medium-sized micro-science and technology enterprises that will give us a certain guiding significance and reference value of actual operation and policy adjustment.
