In the twelfth-five year period, accelerating the transition and promotion ofindusial structure would be the important content for our country to transform the wayof economic development, in which technology-based small and micro-sizedenterprises would be significant sprout and foundation in all new industry. However,the development of commercial banks in the area is not very mature. So the purposeof the article is to design the mechanism design of credit risk of technology-basedsmall and micro-sized enterprises so as to promote the development of creditoperations of technology-based small and micro-sized enterprises.The whole process of credit business of technology-based small and micro-sizedenterprises is considered as the research object. First of all the precondition forcommercial banks to implement the business is determined, on the basis of which thewhole process was divided into three parts: production design,production promotionand production operation, which are separately designed with principal-agent theory,propagation mechanism and reputation mechanism, putting forward incentivemechanism to encourage credit managers to design innovative products and promote;using efficient mechanism to choose appropriate enterprises from a large number ofenterprises and supply finical service; building separately reputation mechanism ofenterprises and credit managers. The specific conclusions are as follows:The precondition is to build corporate governance of commercial banks, which iscredit products innovation of technology-based small and micro-sized enterprisesoriented. Supervisor need to play an important role to promote competition of financemarket and force commercial banks to change their traditional mode of credit business.And inspiration mechanism to senior management should be built.Then for the section of production design, senior managers should inspire creditmanagers to design appropriate products and sell them to their customers. Theinspiration mechanism of credit products innovation of technology-based small andmicro-sized enterprises should be built, containing material inspiration factors and non-material inspiration enterprises. Optimal inspiration contract should be thoughtabout; in addition, which variable should be contained in optimal contract is also aproblem. If a new variable that we can observe contains more information than theformer variables, choose the new variable if it costs less than the old one. In addition,team aspiration is discussed in this section.The second step is to choose appropriate customs to popularize the credits for thecredit managers via signal transmission mechanism of technology small andmicro-sized enterprises in the section of production promotion. The growth of thoseenterprises should be detected by some professional institutions cooperating withbanks. The authority of these Qualification Agency should be as a signal of whetherbanks should supply credits to them.The last step is to build market reputation mechanism of technology-based smalland micro-sized enterprises credit managers separately in the section of productionoperation. Market reputation mechanism should be brought in commercial banksmanagers market to design inspiration mechanism of senior manager. The reputationis considered as a kind of non-material inspiration factor to encourage credit managersto work harder. In addition some natural external variable factors should be added inthe evaluation system of credit managers to evaluate them more objectively.
