As China's economy moves from high-speed growth to high-quality development, strengthening and improving innovation-driven development strategies, accelerating the construction of innovative countries, and realizing economic growth are becoming increasingly important issues. The construction of a technological innovation system featuring the deep integration of industry, academia and research is the basis for realizing the output and transformation of scientific and technological achievements, that is,encouraging organizations to seek external connections, sharing research and development elements such as knowledge, technology, capital and manpower, and reducing R&D costs while conducting production and research.Cooperation to create scientific research results. This paper focuses on the impact of organizational attribute heterogeneity factors on the construction of cooperative relationships and network evolution in the industry-universityresearch cooperation network, including knowledge heterogeneity and institutional heterogeneity.First of all, this paper sorts out the basic concepts of industry-university-research cooperation and network evolution, and integrates and summarizes the basic theories of social network theory,knowledge-based view and institutional foundation view.Secondly, based on the evolutionary dynamics of the industry-university-research cooperation network, this paper focuses on the roles of new entrants and incumbents, and uses the three types of organizational connections formed as the main research object, and the knowledge distance generated by heterogeneous R&D elements.,institutional distance and compound distance are the main factors affecting the construction of cooperative relations. This paper selects 2946 R&D organizations in the 2001-2015 industry-university-research cooperation network in Beijing as sample data, and uses the creation of invention cooperation patents as a representation of interorganizational cooperation. The panel negative negative regression model using fixed effects is used for hypothesis testing..The relevant empirical research results show that:First, knowledge heterogeneity has a negative effect on new connections in the industryuniversity-research cooperation network, and has a positive effect on old connections and old and new connections. The new entrants have a weak R&D foundation, and the far-reaching knowledge distance is not conducive to the development of R&D cooperation. The incumbent can continue to enrich the knowledge base on the basis of its own resources to carry out knowledge transfer and scientific research results transformation.Second, institutional heterogeneity only promotes old connections and has an inhibitory effect on new and old connections, especially new ones.Institutional factors are regarded as barriers to cooperation by new entrants.Incumbents with certain R&D cooperation experience tend to use institutional dividends. This also indicates that China should continue to strengthen, optimize and improve property rights protection systems and institutions.Third, composite heterogeneity only promotes old connections and inhibits new and new connections.New entrants prioritize social asymmetric connections, but composite heterogeneity includes multiple R&D elements, which is not conducive to R&D strength and focus on innovation.Incumbents can rely on complex heterogeneity to achieve the complementarity, integration and utilization of multiple resource advantages, thereby consolidating their network status.
