Recently,Panjin's tourism industry is growing rapidly and acquiring the certain economic growth.However,overusing the tourism resources may generate the environmental pollution,and the mode of extensive management have some negative impacts to the ecological environment for local residents.For solving these increasing issues,Panjin's tourism industry requires a theoretical framework of sustainable tourism in guiding the industry to achieve sustainable tourism through adopting a certain tool.Eco-innovation can enhance the public's social expectations environmental awareness and promote the sustainable development of tourism.In addition,prior studies on sustainable tourism mainly focused on the triple bottom line,but it does not cover the full aspects of sustainable tourism.Hence,the coordinated triple bottom line(Social-economical,Social-environmental and Eco-efficiency)is important for guiding the industry and balancing the perspectives.Nevertheless,the practitioners have difficulty categorizing the practical criteria due to the nature of the hierarchical structure and the linguistic preferences and interrelationships that exist among the criteria.This study proposes composing a vague set to manage linguistic preferences.The method of DEMATEL is used to address the interrelationships among the criteria and to compose a hierarchical framework that uses the ISM method.The proposed hierarchical framework enables to lead the practitioners toward sustainable tourism with limited resources.In this study,26 criteria are selected through literature and consulted with experts for ensuring the reliability and validity.The empirical results reveals that:(1)the impact of socialeconomic is greater than the other two aspects;(2)eco-efficiency performance does not reach the expected level because tourism firms encounter conflicts in balancing economic growth and environmental impact;and(3)this proposed hierarchical framework aims to guide the tourism industry toward sustainability.This study also suggests to reward employees for promoting ecoprocesses,creating new eco-commercial links with the public and adopting an eco-organization to increase competitiveness and profitability for the practitioners.
