Research On The Influence Of Social Security Expenditure On Income Gap Between Urban And Rural Residents Of Shanxi Province

In recent years,with the rapid development of China's economy,people's income level has been greatly improved.Due to the long-term urban-rural dual structure and urban-biased policies,the income gap has become the focus of attention of the government and the public for many years.As an expenditure project dominated by the government,social security expenditure is not only the material guarantee for the people to maintain their basic life,but also an important means to improve the income distribution of residents and maintain social stability.The 40 th anniversary of reform and opening up was also the year when the 19 th CPC report was implemented.On the basis of ensuring people's livelihood,social security should continue to strengthen the income adjustment role of various expenditure tools so as to narrow the income gap between residents.This paper sorts out the theoretical basis and mechanism of social security adjusting residents' income distribution gap.By introducing the relevant data of shaanxi province and analyzing the expenditure scale,expenditure level and development speed of the fiscal and social security expenditure,it is found that the social security expenditure of shaanxi province increases year by year,the expenditure level is larger than that of the whole country,and the growth trend is unstable.After 2010,the growth rate of most years is slower than the economic growth rate.Through the analysis of the structure of fiscal and social security expenditure,it is found that the project structure is unreasonable and the urban-rural structure is unbalanced.Based on the changing trend of urban and rural residents income gap of shaanxi and comparative analysis,found the absolute income gap between urban and rural residents has been expanding,although in recent years relative to income gap between urban and rural residents in shaanxi province has eased,but income inequality is still higher than the national average,ranked 26 in 31 provinces in the country,belongs to the gal operp of income gap between provinces in our country.To verify in the practicaation of social economy,social securityexpenditure and the relationship between urban and rural residents income gap,using1990-2016 social security expenditure in shaanxi province and data of urban and rural residents income gap,and joined the other variables that could affect residents' income gap between urban and rural areas,through unit root test and cointegration analysis,VAR measurement model is established,and the impulse response and variance decomposition.The results show that the fiscal and social security expenditure of shaanxi province plays a role of reverse adjustment to the income gap.Therefore,from the perspective of narrowing the income gap between urban and rural residents,we put forward the policy Suggestions for optimizing social security expenditure,including: appropriately increasing the fiscal input scale to social security;Reasonably dividing the responsibilities of social security expenditure between central and local governments;Optimize the structure of fiscal and social security expenditure;Improve the social security transfer payment system;We will strengthen the measurement,evaluation and management of the financial and social security funds,in the hope of helping the development of social security in shaanxi province in the future.
