The Issue And Perfect Countermeasure Of The Off-office Auditing With Natural Resource Assets

The importance of natural resources as the basis for human survival and development is self-evident.It is not only related to people's lives and health,but also related to national security and social and economic development.In recent years,government leaders at all levels have been under the pressure of performance appraisal.In order to pursue the rapid development of the regional economy,the rapid growth of GDP is at the expense of natural resources.The result of this pattern of high energy consumption,high pollution and inefficient economic growth is undoubtedly the overexploitation of natural resources,which seriously threatens the natural environment on which mankind depends.Therefore,the Third Plenary Session of the Eleventh CPC Central Committee proposed the implementation of the outgoing audit of natural resources assets.This is undoubtedly a new form of environmental protection and can promote the construction of ecological civilization,promote scientific economic development and social sustainable development.This paper analyzes from two aspects: theory and practice.In this paper,the connotation,objectives and characteristics of the outgoing audit of natural resources assets are expounded theoretically,as well as the relationship and comparison between them.In practice,this paper selects the case of the outgoing audit of natural resources assets in huanggang city,analyzes the general operating mode,audit scope,audit content and audit evaluation results of the audit object,and points out the problems existing in the audit work.In this process,the following problems arise: the audit indicator system has not yet been established and refined,the content and scope of the audit are not clear,it is difficult to realize the exit audit of natural resources assets,and the rights and responsibilities of natural resources assets are not clear.In view of these problems,this paper puts forward corresponding normative suggestions,specifically concerning the identification of audit subjects,the scope and key content of audit,the improvement of the auditing index system,and the clarification of the relationship between natural resources rights and responsibilities.In order to provide an important guarantee for the construction of ecological civilization in Huanggang City.
