With the vigorous promotion and application of the PPP in China,it has become the key point to ensure the normal and sustainable operation of PPP project,and maintaining the stable and sustainable growth of PPP project's benefit is the key to the normal sustainable regulatory operation of PPP projects.The benifit of PPP project is the blood system of PPP project.Once the actual benefit and expected benefit of PPP project are inconsistent,the sustainable operation of PPP project will be hindered.Based on this,the paper puts the perspective of research into the PPP project benefit level,hoping to conduct in-depth research on the connotation and formation mechanism of PPP project revenue,so as to increase the awareness of PPP project decision makers on the benefits of PPP projects and to promote Sustainable operation of PPP projects in practice.Based on the utility theory of value in economics,the thesis reveals that the PPP project benefits come from the utility difference generated by different stakeholders for the exchange or service under different bearing forms of the PPP project,and which is distributed among the stakeholders through the exchange of benefits.the thesis unifies the social and economic benefits from the PPP project into the concept of utility,and uses the Contingent Valuation Method(CVM)to measure the social benefits generated by the PPP project into monetized benefits,which overcomes the defect of separation of economic benefits and social benefits in the previous study of PPP project benefits,and the difficulty of quantification of social benefits,also realizes a systematic understanding and measurement of PPP project benefits.By analyzing the needs of stakeholders of PPP project,the input and output value flow between stakeholders is identified and divided into six types according to the different types of value flow,namely,policy value flow,capital value flow,human value flow,information value flow,technology and knowledge value flow,and product and service value flow.The value stream of the input and output of the value stream is connected to form the PPP project value network.A variety of forms of value flow are combined together,and the value increment and the increase of value are realized on the stakeholders of the PPP project,and the overall value of the value network of the whole PPP project emerges.In order to further explore the formation mechanism of PPP project benefit,the thsis based on the system science theory,carries on the Multi-Agent modeling to the PPP project benefit system,and runs the computational experiment.Through the PPP project benefits computational experiment,the stakeholders of the PPP project benefits and the overall benefits assessment were realized.At the same time,the relationship between the micro-behavior of stakeholders and overall project benefits was analyzed ? Among the stakeholders in the PPP project,the public benefit is dominant.The unilaterally negotiated and agreed-upon behavioral decision will compensate private sector for gains or share excess returns,so as to make certain adjustments to the benefits of the PPP project,however,this adjustment is only small-scale and shortterm.The experiment focused on the relationship between the core stakeholder public's needs for the PPP project product or service and the PPP project benefits.The experiment found that the public's demand for PPP project products or services is the engine for the entire PPP project's benefits system.Only when the social public's demand reaches a certain level,the benefits of private sector begin to emerge,and the entire PPP project can be operated normally and sustainably.
