Study On The Investment Benefits Of Wind Power Projects In Xinjiang

Development of low-carbon economy has become the mainstream of social and economic development. It is an urgent problem how to make good use of this trend for the development of renewable energy in Xinjiang to ease the contradiction among energy demand, economic development and environmental problems, to realize sustainable economy development. Wind power generation has the most mature manufacturing technology, the shortest infrastructure project cycle, the lowest cost of production among renewable energy sources in our country.This paper studies the economic evaluation and social evaluation of wind power project based on 3-year actual data of a wind farm project of a wind power company in Xinjiang from 2011 to 2013. According to the actual case, we make profound analysis of the effects of various combinations of fiscal and taxation policies on the economic efficiency of wind power project. Meanwhile, electricity price settlement system has been researched. A basis for decision making is provided for investors about whether prefer shorter payback period of investment or the profit maximization. Finally, suggestions are made based on the effects of power grid construction process on the invested area and investment point.Empirical studies have found: Xinjiang has the second largest wind resources in the country and enjoys more generous fiscal and taxation policies than other areas. Therefore under ideal conditions wind power projects can bring considerable business benefits. But the problem is that electrical grid network structure foundation in Xinjiang is weak. At the same time, the burden of electrical grid in Xinjiang is increased by the randomness, intermittence, low load rate and anti peaking of wind power. Given the circumstances, wind power project planning needs to be incorporated into autonomous region electric power planning and implemented with unified planning, phased implementation, comprehensive balance and reasonable development. And we should develop a project schedule and production calendar, choose the best combination of fiscal and taxation policies to achieve the expects of investors.As long as we change ideas, seize opportunities, attach importance to solve the practical problems existing in the development of wind power, we will be able to promote wind power industry to a special advantage industries of Xinjiang, and make an important contribution to the superiority resources transformation strategy and the development of new industrialization of Xinjiang.
