At present,both regional and interregional development are faced with pressure to improve the ecological environment,accelerate the power conversion of economic growth and improve the economic-ecology synergy.The solution of these problems put forward new and higher requirements for the development of industrial systems.The construction of industrial ecoeconomic systems among regions is an effective way to achieve collaborative creation of economy and ecology with high-level.“Inter-regional coordination” is the requirement for the flow of elements to be distributed between regions during the construction of industrial systems.The cross-regional collaborative optimization of industrial eco-economic systems embodies the unity of the factor allocation efficiency and the economic and ecological synergy of the industrial system development.Therefore,to study the collaborative development status of cross-regional industrial eco-economic systems and to optimize the industrial ecosystem through the perspective of factor flow allocation can provide theoretical and practical support for the development of inter-regional green health.In this article,the cross-regional collaboration of the industrial eco-economic system of the Yangtze River Economic Belt is studied.First of all,through the combing of literature,the connotation of industrial systems and cross-regional collaborative optimization and its evaluation and optimization methods are systematically analyzed.Secondly,qualitative analysis method is used to analyze the development status and existing problems of the Yangtze River Economic Belt from two aspects of economic development and ecological environment.Again,from the perspective of “fairness” and “efficiency,” in this article,the inter-regional coordinated development of the industrial ecological economic system of the Yangtze River Economic Belt is evaluated with the index of variation of GDP growth rate,industrial ecodevelopment efficiency,and per-capita GDP as indicators.Finally,a system dynamics model of collaborative optimization of inter-regional industrial eco-economic systems in the Yangtze River Economic Belt is constructed.Based on the internal operation mechanism of the system,the model is divided into economic,resource,and environmental subsystems;from the perspective of “fairness” and “efficiency”,the target scenarios of system dynamics are divided into a baseline scenario,a red scenario,a blue scenario,and green scene.Through simulation and simulation,the optimal factor allocation and regional development model are obtained.Based on the "fairness" and "efficiency" perspectives,in this paper,the status quo of crossregional coordination of regional industrial eco-economic systems is evaluated.It concludes that the development efficiency of industrial eco-environment in each region of the Yangtze River Economic Belt is quite different,and there is large space for improvement in the eqilibrium of industrial development levels in each region.There is no positive relationship between the level of regional economic development and the industrial ecology development goals.The optimization analysis of the flow configuration based on SD model elements concluds that high-level collaborative creation of ecological value and economic value can be promoted through cross-regional feature flow allocation,and the economy maintains highspeed growth.At the same time industrial ecological development efficiency and regional industrial development level balance are significantly increased.Finally,optimization policy recommendations are put forward from the aspects of improving the efficiency of factor allocation and promoting cross-regional coordination.
