With the continuous deepening of China's reform and opening up process, the implementation of various favorable policies has increased, providing a good external environment for the influx of foreign investment. At the same time, the pace of urbanization is also accelerating. The Pearl River Delta region is located on the southeast coast. With its unique geographical advantages,it attracts a lot of foreign investment. It is still one of the best choices for foreign investment.Synchronized with the development of urbanization throughout China, the level of urbanization in the Pearl River Delta region continues to increase. However, with the advancement of the level of economic development, both the overall situation of China and the urbanization process in the Pearl River Delta region have entered a bottleneck period, and the speed and quality of development have declined compared with the previous ones.In the face of such development status, how to make good use of the Pearl River Delta's effective experience of regional urbanization development to alleviate the resistance encountered in the process of urbanization development, while providing reference for other cities,is particularly important, and has become the starting point of this study. The increasing liquidity of the population has made the drawbacks of the traditional method of measuring the level of urbanization by the proportion of population increased obviously. In order to avoid the measurement error caused by this, this paper proposes to use the relatively mature DMSP/OLS nighttime light data. The method of data measures the level of urbanization. In order to deeply analyze the relationship between FDI,industrial structure upgrading and urbanization in the Pearl River Delta region, the empirical test process is divided into two phases. In the first stage,PVAR model estimation, impulse response analysis and variance decomposition analysis were carried out by constructing PVAR model,in order to have a preliminary understanding with the dynamic relationship between foreign direct investment(FDI),industrial structure upgrading(UIS)and urbanization(DN)in the Pearl River Delta region;the second stage,in order to further explore the role of industrial structure upgrading in the Pearl River Delta region in the process of FDI affecting urbanization, this stage from the perspective of regulation effect, establish relevant static panel regression model for empirical analysis to analyze and upgrade the industrial structure to the rationalization and advanced level of the industrial structure, and discuss it separately. Finally,in order to further improve the research, the ratio of non-agricultural employment to total employment is used instead of the ratio of urban population to total population to measure the urbanization rate at the statistical level, and the adjustment of the industrial structure upgrade of the DMSP/OLS nighttime light data angle measurement. The effect is tested for robustness to ensure the accuracy of the empirical results. The research results show that during the urbanization development of the Pearl River Delta region,FDI provided the driving force for urbanization development, but the impact of industrial structure upgrading on urbanization development was not significant;Under the measurement method, the rationalization and advancedization of industrial structure have different influences on the development of urbanization, but the interaction effect of each and the FDI has a very positive effect on the development of urbanization;whether it is openness or economy, the positive effect of the growth level on urbanization development is significant. In view of the research results, the article finally proposes political policies includes improving the quality of FDI and the absorption capacity of FDI;strengthening the coordinated development of foreign capital and industrial structure and constructing a good soft environment.
