Research On The Impact Of Decentralization Of Government On Enterprise Innovation Performance

In the report of the Nineteenth National Congress,it is pointed out that in order to implement the new development concept and build a modern economic system,we must speed up the construction of an innovative country.Innovation is the first power to promote economic development and the strategic cornerstone of building a modern economic system.We should keep abreast of the world's leading science and technology and consolidate the foundation of basic research to make it more forward-looking.Premier Li Keqiang repeatedly emphasized the fact that "enterprises are the basic cells of economic activities" in many meetings he chaired.As the lifeblood of national economic development and the main force of scientific and technological innovation,enterprises should lead innovation and make continuous progress in order to ensure the long-term development of enterprises and promote national economic development.Simplification and decentralization of government is a long-term and important policy facing the problem of economic transformation in China.It takes the transformation of government functions as a means to further deepen the reform in an all-round way.So under the current policy environment of simplification and decentralization,what kind of impact will enterprises have on their innovation activities? How does decentralization affect enterprise innovation? This paper will discuss in detail the mechanism and effect of decentralization of government on enterprise innovation performance.Firstly,this paper discusses the impact of decentralization on enterprise innovation performance.On the basis of drawing lessons from relevant research results at home and abroad and combing the basic theory in detail,it studies the implementation of decentralization policy and anti-corruption situation in China.The results show that there are still some problems in the implementation of decentralization policy in China.In the process of simplification and decentralization of government and anti-corruption,the integrity of our country has been improved,but there is still a big gap compared with the international high level.Secondly,in the part of theoretical analysis,through the study of institutional change theory,national innovation system theory and enterprise theory,this paper puts forward the hypothesis that simplified government and decentralization can stimulate enterprise vitality and promote enterprise innovation.In order to explore the impact mechanism and effectiveness of decentralization on enterprise innovation performance,this paper combines theoretical analysis with empirical analysis to clarify the relationship between decentralization and enterprise innovation performance.Furthermore,by incorporating the intermediate variable of corruption,this paper studies the indirect effect of decentralization on enterprise innovation performance,and puts forward the hypothesis that decentralization can reduce the inhibitory effect of corruption on enterprise innovation.In the empirical analysis part,based on the provincial panel data of 29 Industrial Enterprises above the scale of provinces and cities in China,this paper first studies the impact of decentralization on innovation performance of enterprises.The research finds that: 1.The breeding of corruption will hinder the innovation of enterprises,and simplification of government and decentralization will help to improve the innovation performance of enterprises.2.Decentralization of government can provide a better innovation environment for enterprises by reducing the inhibitory effect of corruption on enterprise innovation.3.In areas with high degree of government regulation,the more obvious the inhibitory effect of corruption on enterprise innovation is,the more significant the effect of simplification and decentralization on improving innovation performance by suppressing corruption is.4.Decentralization of government has a more drastic positive impact on innovation performance of state-owned and state-owned holding enterprises.Finally,according to the conclusion of the study,this paper combines the implementation of the policy of simplification and decentralization and the situation of anti-corruption,and puts forward the following policy suggestions to better promote the policy of simplification and decentralization: first,we should innovate the government management system and turn "intervention" into "supervision".Second,deepen the reform of enterprises and improve the input-output ratio of enterprises.Third,we should continue to vigorously fight corruption and build a more solid fortress for the survival of economic development enterprises.
