Research On Localized Procurement Management Of PLA Company's Products

In recent years,in the increasingly severe global competitive market,in order to maintain market share,reduce costs and enhance competitiveness,multinational manufacturing enterprises have increased their local procurement and management in China,especially for multinational enterprises aiming at achieving the goal of localized product procurement.Localized procurement management,as a key part of supply chain management,to improve market competitiveness,enterprises can realize it by streamlining procurement processes,reducing procurement costs and optimizing supplier selection.Firstly,this paper expounds basic concepts and theories of procurement management,and analyses the content,purpose and research significance of localized procurement management.Emphasis is laid on the empirical study of the localized procurement management of PLA Chinese Branch(hereinafter referred to as PLA Company),and three bottlenecks in the management of localized procurement are summarized,which are non-standardized procurement process,unreasonable procurement cost control and improper supplier selection.Secondly,the three major management problems of PLA company are elaborated separately,with fishbone diagram method and ASME analysis method were used to solve the problems existing in procurement process,as well as inappropriate methods of procurement cost control and improper supplier selections,and specific solutions are formulated.ESIA method and flow chart method are used to optimize situations in procurement process,and form a standardized workflow chart.Based on TCO cost management theory,effectively control the procurement cost and select suppliers properly at reasonable level.Finally,it evaluates implementation effect of the optimization scheme from three aspects: optimizing the procurement process,controlling the procurement cost well and selecting qualified suppliers,so as to further improve the level and capability of PLA company's product localization procurement management.Through the research and analysis of PLA's product localization procurement management,this paper aims to under the current global supply chain competition environment,it will have theoretical and practical guiding significance for PLA's next localization procurement operation,and also have reference value for the localization procurement project management of manufacturing enterprises of the same type of products.
