Study On The Reform Of Property Right System Of Rural Collective Economic Organizations In Minhang District,Shanghai

This thesis raises the present problems and proposes suggestions by researching and analyzing the reform of property right system of rural collective economic organizations in Minhang District on its course and progress,typical examples and practical effects etc.Minhang District is one of the places that began the reform at the earliest time.It is also the test area of national rural reform.Therefore,Minhang's experience can provide valuable reference to other areas.Minhang's reform has got through two stages.By of the end of 2015,more than 80% of the village has completed the reform.Minhang's reform is characterized with the innovated five models of new structure.The reform speeds up regional economy,improves farmers' lives,innovates the collective economic organization governance structure and collective assets management system,resolves the social contradictions and safeguards the social stability.The problems that the reform encountered mainly concentrated in the ideological understanding,external policy,internal equity,management operation.To solve the problems,the measure should focus on strengthening the policy propaganda and explanation,accelerating the pace of legislation,transforming to modern enterprise system,etc.At present the reform focus on the village.On the next stage the reform will be extended to the town,which is more difficult due to its huge assets.But it can use the experience of village reform as reference.
