| Employment injury insurance is one of the components of social insurance,which plays an irreplaceable role in resolving the risk of employment safety and protecting the rights and interests of workers.As one of the important functions of employment injury insurance,industrial injury rehabilitation plays an important role in restoring workers’ physical function and promoting them return to work early.But at this stage,many employees and employers do not fully understand the importance of industrial injury rehabilitation.Rehabilitation costs account for a small proportion of the total expenditure of industrial injury insurance fund,and the structure of fund expenditure is unreasonable.In order to protect workers’ rights and interests,our government has issued a series of planning outlines,which provide guidance for promoting the development of industrial injury rehabilitation.On the basis of explaining the concept and related theory of industrial injury insurance and rehabilitation,this paper introduces the basic situation of industrial injury insurance and rehabilitation in city X,and analyses the situation of insurance participation,fund revenue and expenditure,and the proportion of expenses for industrial injury rehabilitation.It finds out the problems existing in the implementation of industrial injury rehabilitation in city X and analyses the related reasons.Subsequently,by fitting regression analysis method,the expenditure of work-related injury rehabilitation under current payment mode and disease-based payment mode is predicted,the impact of disease-based payment on the risk of work-related injury insurance fund is analyzed,and the benefits of work-related injury rehabilitation under the two modes are compared.The results show that the payment of industrial injury rehabilitation fees by diseases increases the amount of rehabilitation fees to a certain extent,but it will not have a greater impact on the sustainable operation of the industrial injury insurance fund,and has a certain feasibility.Compared with the original payment methods,the payment of industrial injury rehabilitation fees by diseases has higher benefits and certain rationality.On the basis of forecasting the cost of industrial injury rehabilitation under different payment modes and comparing the benefits of rehabilitation,this paper puts forward relevant suggestions for further improving the expenditure structure of industrial injury insurance fund and promoting the development of industrial injury rehabilitation,including:Innovation of payment methods for industrial injury rehabilitation,such as trying to pay according to diseases to improve the level of treatment of industrial injury workers;Increase the motivation of work-related injury rehabilitation from three perspectives: work-related injury workers,medical institutions and designated work-related injury rehabilitation institutions;Promote "early intervention" in work-related injury rehabilitation,and strengthen cooperation between "upstream and downstream" institutions of work-related injury rehabilitation with medical institutions and designated work-related injury rehabilitation institutions;In addition,we need to further strengthen the propaganda of work-related injury rehabilitation,improve the level of people’s awareness of work-related injury rehabilitation,eliminate cognitive misunderstandings,and make the concept of work-related injury rehabilitation deeply popular. |
