Study On Production Efficiency And Planting Will Of Potato Growers In Sichuan In The Background Of Potato Staple Food Strategy

In early 2015,the Ministry of Agriculture put forward the strategy of promoting potato as staple.In February of second year,it issued the Guiding Opinion on Promoting the Development of Potato Industry,and industrialized potato as the staple food,which means that potato became the fourth largest staple food crop in China.Potato growers as suppliers of strategic sources of potato staple food production,its cognitive situation and investment choice behavior will directly affect the implementation of the national potato strategy.Based on the survey data of 227 households planting potato in the main potato producing areas in Sichuan Province,this paper analyzes the main operating characteristics of current potato growers and finds out the main problems existing in their production and operation.Also,and then establish regressive models of Tobit and Probit to empirically study the main factors affecting the farmers ’potato production efficiency and the main factors that affect farmers’ willingness to expand potato planting area.In order to improve the farmers’ initiative,income,and promote the development of the national potato strategy,the main conclusions of the study are as follows:First,potato planting in Sichuan is mainly distributed in remote ethnic areas and poverty-stricken areas.The farmers in the researched area are mainly male,with an aging trend and generally low education.The planting pattern is mainly small households;they are single operation with small planting area.The extent of land fragmentation is serious,lack of professional cooperatives and other scale management households.Farmers have a low awareness of the strategic content of the potato staple grain,but farmers have a positive attitude towards the goal of the strategy of potato staple grain,and the farmers’ evaluation of the current potato subsidy policy is better.Second,the average integrated technology efficiency of farmers is relatively low.The average scale efficiency is lower than the average pure technical efficiency.That is,the potato planting technology level and management level have not reached the optimal level in the potato production process.The unit selling price of potatoes,the working experience of farmers going out to work,the cooperatives,the evaluation of potato policies by farmers,the healthy farmers,the potato planting Area proportion and comprehensive technical efficiency are significant positive correlation.There was a significant negative correlation between the degree of fragmentation of potato planting plots and the comprehensive technical efficiency.There was no significant positive correlation between the age of peasant households,the planting years of potato and the education level and production efficiency of household heads.Third,as a whole,farmers are more willing to expand the planting area of potatoes.Among them,they have the planting period of potato,and the experience of going out to work and join the cooperative organizations.The willingness of farmers with high appraisal of potato policy to expand potato planting area is higher,while the households who are older with higher proportion of non-agricultural household income and the higher the efficiency of the scale have the lower willingness to expand the planting area of potato.Besides,households’ educational level,pure technical efficiency,physical condition and cultivated acreage have no significant effect on farmers’ willingness to expand potato planting area.Fourth,in order to promote the promotion of the strategy of main potato grain in Sichuan,the author’s proposes should be: promote the moderate scale management,improve the scale efficiency and competitiveness of the potato industry,strengthen the publicity of the policy,raise the farmer’s cognition level of the potato staple food strategy,cultivate the new agricultural business main body and continuously strengthen its demonstration zone.To improve the subsidy and support policy of potato,improve the farmers’ income effectively,improve the technical level of potato production,encourage the innovation of agricultural technology.
